基于精细化管理视角的JN技改项目管理研究

【摘要】：目前我国煤炭市场产能过剩日趋严重,面对价格下调、竞争加剧的外部环境,煤炭企业开始加强管理,挖潜降耗,推行精细化管理,但先进的管理经验和制度没有很好的途径融入实际工作中,导致管理效果不佳。参考前辈学者的研究理论,本文提出了以表单化管理手段来实现技改项目精细化管理的目的。技改项目涉及多方利益,规章制度多如牛毛,目标控制点繁杂多变,由此,造成制度落实不到位,员工执行力差的现实,最终导致项目建设目标失控,工期延长、投资不断增加、甚至形成半拉工程。本文通过对精细化管理和项目管理理论的研究,概括阐述了表单化管理的内涵及其管理体系运行方式,提出在项目管理实践中,以工作表单为载体,将规章制度的具体内容转化为简单明了、利于执行的程序,精准掌握管控目标,从而实现技改项目管理的标准化和精细化,夯实企业管理基础,以适应日趋激烈的外部市场竞争形势。在JN二期技改项目管理中,以表单的形式将进度、质量、安全多个管控目标融合到精细化管理体系中,体现了“制度流程化、流程表单化”的理念,加上采用信息化手段实现表单传输快捷准确,取得了良好的效果。表单化管理的成功应用为企业推行精细化管理探索了一条新途径,这种管理理念和信息化手段在国内,甚至国外发达国家尚未全面推行,此方面研究也很薄弱,但其优点及发展前景已经引起业内专家与管理者的关注。
[Abstract]:At present, the overcapacity of the coal market in our country is becoming more and more serious. In the face of the external environment of declining prices and intensifying competition, coal enterprises have begun to strengthen management, tap potential and reduce consumption, and carry out meticulous management. However, the advanced management experience and system are not well integrated into the actual work, resulting in poor management results. Referring to the previous scholars' research theory, this paper puts forward the purpose of realizing the fine management of technical innovation project by means of form management. The technical reform project involves many benefits, there are many rules and regulations, and the target control points are complicated and changeable. As a result, the reality that the implementation of the system is not in place and the execution ability of the staff is poor will eventually lead to the project construction goal being out of control and the construction period being prolonged. Investment continues to increase, and even form a half-pull project. Through the research on the theory of fine management and project management, this paper summarizes the connotation of form management and its management system, and puts forward that in the practice of project management, work form is the carrier. The specific contents of the rules and regulations will be transformed into simple and clear, conducive to the implementation of the procedures, accurate grasp of the objectives of control, so as to achieve the standardization and refinement of technical reform project management, consolidate the foundation of enterprise management, To adapt to the increasingly fierce external market competition situation. In the second phase of JN technical reform project management, the progress, quality, safety and control objectives are merged into the fine management system in the form of form, which embodies the idea of "system flow, process formalization". In addition, the use of information technology to achieve the form transmission is fast and accurate, and achieved good results. The successful application of form management has explored a new way for enterprises to carry out fine management. This management concept and information means have not been fully implemented in China, even in developed countries abroad, and the research on this aspect is also very weak. However, its advantages and development prospects have attracted the attention of industry experts and managers.
