贝宁饮用水供应项目管理研究

贝宁2015年的人口估计为10,315,224人,其2013年的人类发展指数（HDI）为0.476（UNDP,2014）,表明贝宁仍是发展水平较低的国家。农村地区获取饮用水的问题是贝宁政府特别关注的问题之一。从国家整体水平来看,贝宁农村地区的饮用水普及率在2014年12月底已经达到了68.1%,已经超过了到2015年底普及率达到67.3%的目标。这主要得益于贝宁饮用水供应项目的实施。该项目的主要目标是通过改善贝宁54个城市的饮用水供应状况,来提高农村居民的生活条件,并保证卫生安全、食品安全和更好地管理自然资源,从而实现经济的可持续发展。本文的目的是对贝宁饮用水供应项目的项目管理进行研究。首先,通过对国家战略、项目战略和项目目标的分析,指出了项目存在的问题。其次,通过文献梳理和数据收集,运用项目管理知识,从进度管理、成本管理、质量管理和人力资源管理等方面,对项目已完成部分的现状进行了分析。然后,从财务表现、社会影响、风险管理和知识发展等角度,对该项目管理的积极影响和消极影响进行了分析。在此基础上,本文提出了优化项目管理的替代设计,并给出了保证项目剩余部分工作的措施建议。
