社会性监管机构监管能力的测量与评估——基于对三个监管部门的比较分析

【摘要】：国家治理能力现代化的一个任务是提升政府的社会性监管能力。基于OECD的分析框架,监管能力分级衡量指标体系应包含监管机构建设、监管工具使用和监管政策质量。使用这一体系对2013年环境保护部、国家食品药品监督管理总局和卫生与计划生育监督中心三个机构进行分级定性评估,发现环境保护部的监管能力最高,国家食品药品监督管理总局次之,卫生与计划生育监督中心相对较弱。从整体上看,目标监管机构独立性不足,职能权力不够集中,监管工具单一缺乏,同时监管政策缺乏弹性,是我国目前社会性监管机构能力的共同问题,因此需要从以上三个方面来加强监管能力建设。
[Abstract]:One of the tasks of the modernization of national governance capacity is to enhance the social supervision ability of the government. Based on the analytical framework of OECD, the index system of rating and measuring supervision ability should include the construction of regulatory institutions. The use of regulatory tools and the quality of regulatory policies. The system was used to assess the environmental protection department, the State Administration of Food and Drug Administration and the Health and Family Planning Supervision Center in 2013. It was found that the Ministry of Environmental Protection had the highest supervisory capacity, followed by the State Administration of Food and Drug Administration, and the Health and Family Planning Supervision Center was relatively weak. On the whole, the target regulatory bodies were not independent enough and their functions were not centralized enough. The lack of a single regulatory tool and the lack of flexibility of regulatory policies are common problems in the capacity of social regulatory institutions in China at present, so we need to strengthen the construction of regulatory capacity from the above three aspects.
