习近平网络社会治理思想的三个维度

【摘要】：信息社会的到来对传统的威权管理模式产生了空前挑战,以习近平同志为核心的党中央立足于推进国家治理体系和治理能力现代化,提出了从"社会管理"到"社会治理"的治国理政新理念,并将其应用于互联网治理,提出了一系列网络社会治理新思想:一是从"互联网时代的全球化"的历史高度,提出了"网络地球村"与"国家治理新疆域"的网络空间观,这对我们重新认识现实空间秩序和人类社会关系具有重要意义;二是从国家主权以及安全与发展的辩证关系出发,提出了建设"网络强国"与"网络空间命运共同体"的网络安全观,这是对互联网时代国际关系与国家战略理论的重大发展;三是创造性地提出走网络群众路线、发扬网络民主、接受网络监督、培育向上向善的网络文化的网络人民民主思想,这是对中国特色社会主义民主的重大创新。
[Abstract]:The arrival of the information society has posed an unprecedented challenge to the traditional authoritarian management model. The Party Central Committee, with Comrade Xi Jinping as the core, is based on promoting the modernization of the national governance system and governance capacity. This paper puts forward a new concept of governing and managing from "social management" to "social governance", and applies it to Internet governance, and puts forward a series of new ideas of network social governance: first, from the historical height of "globalization in the Internet age", This paper puts forward the concept of cyberspace between "network global village" and "national governance of Xinjiang region", which is of great significance for us to re-understand the real space order and human social relations, the second is to proceed from the dialectical relationship between national sovereignty and security and development. This paper puts forward the network security concept of constructing "network power" and "cyberspace destiny community", which is a significant development of international relations and national strategic theory in the Internet age. Carrying forward the network democracy, accepting the network supervision and cultivating the network people's democratic thought of the network culture, which is a great innovation to the socialist democracy with Chinese characteristics.
