民办高校教育质量管理研究

【摘要】: 民办高校教育质量问题是我国高等教育现代化进程中的一个重要课题。经过二十多年的发展,我国的民办高等教育从无到有,从小到大,形成了一定的规模和结构,也具有了一定的办学特色。民办高等教育存在的合理性和必然性已被实践所证明,但是它作为我国高等教育现代化的一支新兴力量,起步晚、底子薄、发展快,对于其质量,人们颇有微词。如何保证和提高民办高校的教育质量牵涉到我国高等教育整体质量的提高问题,因而民办高校教育质量管理研究是一个很有价值的课题。 本文的研究思路是:从界定民办高校教育质量的内涵入手,研究了目前我国民办高校应当树立的教育质量观;揭示了民办高校在教育质量上存在的主要问题,分析了其中的原因;从加强管理的层面上提出了保证民办高校教育质量的一系列对策措施:(1)提出了民办高校教育质量的内部管理策略,从三个方面构建了教育质量管理的内部系统。该系统主要包括:教学质量管理系统、师资队伍管理系统、教育经费管理系统。(2)建立民办高校教育质量外部管理与监督体系:首先,政府要加强对民办高校教育质量的宏观管理;其次,要实现教育评估中介机构的质量评价;第三,要引入用人单位、家长和新闻媒体的舆论监督。这样从内外两个方面来促进民办高校教育质量的提升。 由于教育质量管理的研究与民办高校自身的组织特性是分不开的,本文运用全面质量管理理论、ISO9000原则中的部分管理思想和高等教育学、教育管理学等有关理论剖析了民办高校的组织特性:双重价值取向、组织管理公司化、组织规模相对较小、组织成员流动性强、教育活动准市场化运作。这些特性的存在为构建民办高校教育质量管理系统奠定了基础。 本文的研究特色是:①在我国高等教育大众化背景下,明确提出了民办高校应当树立特色质量观、规模质量观、服务质量观;②在深入分析民办高校组织特性的基础上,提出了建立民办高校的内部质量管理系统和外部管理监督系统;③在构建民办高校教学质量管理系统的过程中,除了对“教”进行管理外,根据民办高校的生源特点,还强调突出了对“学”的管理;④能够运用多学科知识研究分析问题,注重理论研究和实践研究相结合,提出了一系列有实践指导意义的对策措施。
[Abstract]:The quality of private colleges and universities is an important subject in the process of modernization of higher education in China. After more than 20 years' development, the private higher education in our country has developed from nothing, from small to large, which has formed a certain scale and structure, and also has certain characteristics of running a school. The rationality and inevitability of the existence of private higher education has been proved by practice, but as a new force in the modernization of higher education in our country, it starts late, has a thin foundation and develops quickly. How to ensure and improve the educational quality of private colleges and universities involves the improvement of the overall quality of higher education in China, so the study of educational quality management in private colleges and universities is a valuable subject. The research ideas of this paper are as follows: starting with the definition of the quality of education in private colleges and universities, the author studies the educational quality concept that should be established in private colleges and universities in China, and reveals the main problems existing in the quality of education in private colleges and universities. This paper analyzes the reasons, puts forward a series of countermeasures to guarantee the quality of private colleges and universities from the aspect of strengthening management: (1) it puts forward the internal management strategy of the quality of private colleges and universities. The internal system of educational quality management is constructed from three aspects. The system mainly includes: teaching quality management system, teaching staff management system, educational funds management system. (2) establishing the external management and supervision system of educational quality in private colleges and universities: firstly, The government should strengthen the macroscopic management of the educational quality of the private colleges and universities; secondly, it should realize the quality evaluation of the educational evaluation intermediary organizations; third, it should introduce the supervision of the public opinion of the employing units, parents and the news media. This from inside and outside two aspects to promote the quality of private colleges and universities to improve the quality. Since the study of educational quality management is inseparable from the organizational characteristics of private colleges and universities, this paper applies the theory of total quality management to some of the management ideas of ISO9000 principles and higher education. Related theories such as educational management have analyzed the organizational characteristics of private colleges and universities: dual value orientation, corporatization of organizational management, relatively small organizational scale, strong mobility of organizational members, and quasi-market-oriented operation of educational activities. The existence of these characteristics has laid a foundation for the construction of educational quality management system in private colleges and universities. The research feature of this paper is that under the background of popularization of higher education in our country, it is clearly put forward that private colleges and universities should set up characteristic quality view, scale quality view and service quality view on the basis of in-depth analysis of the organizational characteristics of private colleges and universities. In the course of constructing the teaching quality management system of private colleges and universities, this paper puts forward the establishment of internal quality management system and external management supervision system of private colleges and universities, in addition to the management of "teaching", according to the characteristics of the students of private colleges and universities, It is also emphasized that the management of "learning" can use multi-disciplinary knowledge to study and analyze problems, pay attention to the combination of theoretical research and practical research, and put forward a series of countermeasures with practical significance.
