建设工程监理费用支付模式研究

【摘要】：建设工程监理费用是建设单位付给建设工程监理单位的报酬,是对建设工程监理工作的一种认可,因此建设工程监理费用的支付方式是否合理直接关系到建设工程质量和双方利益。为了进一步保障建设工程监理单位的合法权益、降低建设单位的投资风险,本文提出由第三方单位支付建设工程监理费用的支付模式,该支付模式不仅将建设工程监理单位从建设单位的经济约束中解脱出来,也为建设工程监理人员依照法律规范公平、科学地开展工作创造了条件。本文通过对国内外建设工程监理费用支付模式的对比研究,在结合电子商务第三方支付的基础上,提出了由第三方单位支付建设工程监理费用的支付模式。论文主要研究内容及成果包括:通过现场调研及资料整理分析,总结了传统支付模式存在的问题及不足;针对现有的问题,提出了第三方支付模式的概念,并对第三方支付模式的优势、不足及实施的必要性进行了分析;根据当前的市场情况、政策导向等,提出了第三方支付模式的实施条件,制定了第三方支付模式的实施流程;结合实际案例采用“有无对比”的方法,对传统支付模式及第三方支付模式在提高工程质量、规范现场管理、促进建设工程监理行业发展等方面进行了效果分析。总之,第三方支付模式虽然在一定程度上增加了建设单位的财务支出,但是第三方支付模式不仅能保证建设工程监理费用按时支付,还通过将建设工程质量、安全、进度与建设工程监理费用相结合的方式调动建设工程监理单位的工作积极性,进一步提高了工程质量,降低了建设单位的投资风险,对于建设单位和建设工程监理单位来说是一个可以实现双赢的建设工程监理费用支付模式。
[Abstract]:The cost of construction project supervision is the remuneration paid by the construction unit to the construction project supervision unit, and it is a kind of recognition of the construction project supervision work. Therefore, whether the payment of construction project supervision expenses is reasonable or not is directly related to the quality of the construction project and the interests of both sides. In order to further protect the legitimate rights and interests of the construction project supervision unit, reduce the investment risk of the construction unit. This paper puts forward the payment mode of the construction supervision cost paid by the third party unit, which not only frees the construction project supervision unit from the economic constraint of the construction unit. It also creates conditions for the construction project supervisors to carry out their work scientifically and fairly according to the legal norms. This paper makes a comparative study on the payment modes of construction project supervision costs at home and abroad. On the basis of the third party payment of electronic commerce, the paper puts forward the payment mode of the construction project supervision cost paid by the third party unit. The main research contents and achievements of this paper include: through the field investigation and data collation and analysis. The problems and shortcomings of the traditional payment mode are summarized. In view of the existing problems, this paper puts forward the concept of third-party payment mode, and analyzes the advantages and disadvantages of third-party payment mode and the necessity of its implementation. According to the current market situation, policy orientation and so on, this paper puts forward the implementation conditions of the third-party payment model, and formulates the implementation process of the third-party payment mode. Combining with the actual cases, the traditional payment mode and the third party payment mode are used to improve the project quality and standardize the field management by using the method of "with or without contrast". In short, the third-party payment mode has increased the financial expenditure of the construction unit to a certain extent. However, the third-party payment model can not only ensure the construction project supervision costs paid on time, but also through the construction project quality, safety. The combination of progress and construction supervision cost can arouse the enthusiasm of the construction project supervision unit, further improve the project quality and reduce the investment risk of the construction unit. For the construction unit and the construction project supervision unit, it is a win-win payment mode for the construction project supervision cost.
