产业升级背景下济南高新区职住关系研究与规划策略

【摘要】:改革开放以来,我国经济始终保持着较快速度的增长,但是由于粗放的发展方式,造成了资源依赖性,能源消耗大,环境污染严重等问题。通过“调结构、转方式、促创新”促进产业转型升级是当前面临的主要任务。高新区是我国九十年代开始在一些知识密集、技术密集的大中城市和沿海地区建立的发展高新技术等产业的开发区。随着技术进步和产业结构调整,高新区的用地结构、人员数量及教育公共服务设施的配置都在不断地产生变化。其中,从业人员数量增加,质量提高与用地结构、住房供应刚性的矛盾日益显现,探索产业升级背景下的新型职住关系,已成为城乡规划学科广泛关注的重要问题。本文以济南高新技术产业开发区为研究对象,通过规划比较、实地调查、问卷访谈等方法,从产业升级背景下从业人员住房需求的角度,分析了2010—2015年间的职住关系变化及趋势。着重研究了造成职住不平衡的直接原因和影响因素。并对下一步产业升级中如何缓解职住矛盾提出了规划建议。论文主要包括以下部分内容:一、通过国内外有关职住问题的研究综述,阐述了近年来高新区产业的升级和发展,以及在此期间带来的从业人员变化,从而导致的职住关系变化。结合济南高新区的发展实际,明确了职住关系的概念,建立了研究框架,并提出了人口数量、用地比例、教育设施均衡等职住关系度量指标,分析了人口异质性、空间布局、可达性、开发时序等影响因素。二、基于从业人员需求的角度,从高新区人口数量、用地比例、教育设施配置水平三个方面对高新区职住关系进行度量。通过调查问卷统计,分析了高新区从业人员社会经济特征。从人口异质性、空间布局、可达性、开发时序四个方面对高新区职住不平衡现象及其影响因素展开研究。研究表明,住房可支付能力限制了从业人员的住房需求,高新区内住宅供应的量、供应类型不能满足从业人员需求;职住用地在空间上的分离,加剧了职住的通勤距离和通勤时间;教育服务设施在空间上的可达性较弱以及量上供给不足,带来了职住的空间分离;职住在建设时序上的错位,使得在高新区工作的人在高新区外居住,在高新区居住的人在高新区外工作。最后,从提高保障性住宅比例、增加住宅建筑套密度指标管控;调整职住用地比例,合理布局居住用地;调整幼儿园和小学的配套设施,保障规划供应的量;协调多方利益诉求,制定合理的开发模式等四个方面提出规划策略。
[Abstract]:Since the reform and opening up, China's economy has always maintained a relatively rapid growth, but due to extensive development mode, caused by resource dependence, energy consumption, serious environmental pollution and other problems. Promoting Innovation "promoting the Industrial Transformation and upgrading is the main task facing at present. High-tech zones began to be knowledge-intensive in China in 90s." High-tech industrial development zones established in technology-intensive large and medium-sized cities and coastal areas. With technological progress and industrial restructuring, the land use structure of high-tech zones, The number of personnel and the allocation of educational public service facilities are constantly changing. Among them, the contradiction between the increase in the number of employees, the improvement of quality and the structure of land use and the rigidity of housing supply are increasingly apparent. It has become an important issue for urban and rural planning disciplines to explore the new type of occupation and housing relationship under the background of industrial upgrading. This paper takes Jinan Hi-tech Industrial Development Zone as the research object, through planning comparison, field investigation, questionnaire interview and so on. From the perspective of employees' housing demand in the context of industrial upgrading, This paper analyzes the changes and trends of the occupation and housing relationship between 2010 and 2015, and emphatically studies the direct causes and influencing factors that cause the imbalance between the occupation and the occupation, and puts forward some planning suggestions on how to alleviate the contradiction between the occupation and the housing in the next step of industrial upgrading. It includes the following parts: first, Based on the summary of the research on vocational and residential problems at home and abroad, this paper expounds the upgrading and development of the high-tech zone industry in recent years, and the changes brought about by the employees during this period, which result in the change of the occupation and housing relationship, combined with the development reality of Jinan Hi-tech Zone. This paper clarifies the concept of occupation and housing relationship, establishes the research framework, and puts forward the measurement index of occupation and residence relationship, such as population quantity, land use ratio, education facilities equilibrium, and analyzes the population heterogeneity, spatial distribution, accessibility, etc. Second, based on the demand of employees, the paper measures the relationship between occupation and housing in high-tech zones from three aspects: the population, the proportion of land, and the level of educational facilities. This paper analyzes the social and economic characteristics of employees in high-tech zones, studies the phenomenon of occupation and housing imbalance and its influencing factors from the aspects of population heterogeneity, spatial distribution, accessibility and development timing. Housing affordability limits the housing demand of employees, the quantity of housing supply and the type of supply can not meet the demand of employees, the separation of occupation and living land in space intensifies the commuting distance and commuting time. The weak accessibility of educational service facilities in space and the insufficient supply in volume have resulted in the separation of the space between jobs and residences; the dislocation of the construction sequence of the jobs and residences has made people working in the high-tech zones living outside the high-tech zones. People living in high-tech zones work outside the zones. Finally, we should increase the proportion of affordable housing, increase the density index of residential buildings, adjust the proportion of occupation and residential land, rationally distribute residential land, and adjust the supporting facilities for kindergartens and primary schools. This paper puts forward the planning strategy from four aspects: ensuring the supply of planning, coordinating the demands of various interests, and formulating a reasonable development model.
