冀西北坝上地区特色小镇规划设计研究

【摘要】：近年来,特色小镇建设在全国各省市如火如茶的展开,河北省计划在京城周围建百座特色小镇,张家口作为京城"后花园",资源丰富,与北京联合作为2022年冬奥会的举办城市,发展后劲十足,无疑会成为建设的焦点,冀西北坝上地区以其独特的自然风貌,历史文化资源,必将成为特色小镇建设的重中之重。其中小二台镇以及察北管理区已经被纳入河北省特色小镇建设名单。张家口目前还是经济欠发达地区,借助特色小镇建设的东风,提高城镇化水平,必将实现冀西北坝上地区的可持续健康发展。特色小镇作为新兴事物,在全国各地迅速蔓延,但由于地域性的差异,其建设模式不尽相同,冀西北坝上地区这一特殊地域单元,其特色小镇建设不同于浙江等经济发达地区已经相对成熟的特色小镇建设模式。冀西北坝上地区小镇人口密度低,村庄分布分散,经济基础薄弱,以第一产业为主,二、三产业发展受限;但该地区具有独特的自然风貌及人文景观,随着冬奥会的顺利承办,冰雪旅游以及草原游发展迅速,该地区特色小镇应以乡镇为基本单元,在现有的建设基础及产业基础之上逐渐发展而成。因此,挖掘地方特色,发展特色小镇是实现当地产业转型,经济发展的重要契机。本文通过对冀西北坝上地区的区位交通、人文历史、经济政策、自然环境等资源条件进行梳理,结合上位规划与小城镇现有基础条件,依据一定的特色小镇选取标准,综合选取了既有特色而又具有发展潜力的八个小镇作为本文的研究对象。对选取的特色小镇从资源环境、特色产业以及空间形态特征方面进行整理分析,从而因地制宜的进行特色小镇的规划设计。然后在现有城镇规划设计及特色小镇的研究基础上,结合典型特色小镇的建设启示,提出适宜冀西北坝上地区特色小镇的规划设计策略。从冀西北坝上地区特色小镇的选址着手,进而从合理定位、科学规划、环境优先、机制创新几个方面进行策略研究,其中以特色小镇空间规划层面为研究重点。着重从以产业为导向的复合功能空间的培育与布置、小镇地域空间形象的塑造以及小镇项目的落地实施等方面加以引导。促进冀西北坝上地区小城镇的产业转型及特色营造,从而促进地区经济的持续、健康发展。
[Abstract]:In recent years, the construction of characteristic towns has been carried out in various provinces and cities across the country, and Hebei Province plans to build 100 special towns around the capital. Zhangjiakou, as the "back garden" of the capital, is rich in resources and is jointly with Beijing as the host city for the Winter Olympics in 2022. The full stamina of development will undoubtedly become the focus of construction. With its unique natural features and historical and cultural resources, the Bashang area in northwestern Hebei Province, Small Ertai Town and Chabei Administrative District have been included in the construction list of small towns with special characteristics in Hebei Province. Zhangjiakou is still an underdeveloped region, with the help of Dongfeng, a small town with special characteristics. Raising the level of urbanization is bound to realize the sustainable and healthy development of Bashang area in northwest Hebei. As a new thing, the characteristic town is spreading rapidly all over the country, but because of the regional difference, its construction mode is not the same. The special regional unit of Bashang area in northwestern Hebei Province is different from the relatively mature construction mode of small towns in economically developed areas such as Zhejiang, where the population density is low and the villages are scattered. The economic base is weak, the primary industry is the main industry, and the second and third industries are restricted. But the region has a unique natural and cultural landscape. With the smooth hosting of the Winter Olympics, snow and ice tourism and grassland tourism have developed rapidly. The characteristic town in this area should be developed gradually on the basis of the existing construction and industry. Therefore, it is necessary to realize the transformation of the local industry by tapping the local characteristics and developing the special town. This article combs the regional transportation, the humanities history, the economic policy, the natural environment and so on resources condition in the northwest Hebei Bashang area, unifies the upper level plan and the small town existing foundation condition, According to the selection criteria of the towns with certain characteristics, eight towns with both characteristics and development potential are selected as the research object of this paper. The characteristic industry and the space form characteristic aspect carries on the arrangement analysis, thus carries on the characteristic town plan and the design according to the local conditions. Then in the existing town planning design and the characteristic small town research foundation, unifies the typical characteristic small town construction enlightenment, This paper puts forward the planning and design strategy for the special town in Bashang area of northwest Hebei Province, starting with the location selection of the special town in Bashang area of northwest Hebei Province, and then carries on the strategy research from the following aspects: rational positioning, scientific planning, environment priority, mechanism innovation, etc. Among them, the research focus is on the spatial planning of small towns with special characteristics. The emphasis is on the cultivation and arrangement of industry-oriented composite functional spaces. The creation of the spatial image of the small town and the implementation of the small town project should be guided to promote the industrial transformation and the construction of the characteristics of the small town in Bashang area of northwest Hebei, thus promoting the sustained and healthy development of the regional economy.
