山西省绿色建筑发展研究

【摘要】:现阶段,能源消耗所导致的环境污染、生态破坏等问题日趋严重。建筑业作为高排放、高消耗的三大行业之一,急需改造升级。绿色建筑的发展,一方面减少了能源消耗,缓解了环境和生态的压力,另一方面绿色建筑带来的技术进步促进了建筑业和房地产业的升级,在全国范围内开展绿色建筑工作是大势所趋。近年来,我国绿色建筑在新建数量上有了较快的发展,但山西省绿色建筑数量在全国排在中下游水平,与同属于中部的其他省份有着不小的差距。本文运用比较分析法对山西省绿色建筑发展状况进行研究,结合影响绿色建筑的推广的因素分析山西省绿色建筑落后于其他省份的原因及存在的障碍,并借鉴绿色建筑发展较快的先进省份的经验,提出促进山西省绿色建筑发展的合理化建议,以期为山西省及地级市政府开展绿色建筑活动及制定相关政策提供依据,同时为西北等绿色建筑发展落后地区的研究提供有效参考。本文以山西省绿色建筑项目为研究对象,通过搜集并整理绿色建筑项目的先关资料,从项目总量、星级认证、建筑类型、申报单位类型、项目规模、项目分布区域等多个方面分析了山西省绿色建筑发展的现状,通过与中部其他省份及邻省的项目状况进行对比分析,得出山西省绿色建筑发展较其他省份相对落后,存在着认证项目数量偏少、增长速度较慢、星级偏低、类型单一等问题的结论。同时,选取江苏省和上海市为先进地区作为研究案例,从当地政府的做法中学习到了重视政策体系建设和先进技术的研发和使用、依托生态城区发展绿色建筑等先进经验。在此基础上,从经济、技术、市场、政策等多角度研究分析影响山西省绿色建筑发展的因素,探寻出山西省绿色建筑发展面临着经济发展水平低、政府缺乏重视、技术难以有效推广等障碍,并从政府和企业的角度为实现山西省绿色建筑的全面推广提出针对性建议。
[Abstract]:At present, environmental pollution and ecological destruction caused by energy consumption are becoming more and more serious. As one of the three major industries with high emissions and high consumption, the construction industry is in urgent need of upgrading. The development of green buildings has, on the one hand, reduced energy consumption. It alleviates the environmental and ecological pressure, on the other hand, the technological progress brought about by green building promotes the upgrading of construction industry and real estate industry. It is a general trend to carry out green building work nationwide in recent years. Green buildings in China have developed rapidly in the number of new buildings, but the number of green buildings in Shanxi Province ranks in the middle and lower reaches of the country. There is not a small gap with other provinces that belong to the central part. This paper uses comparative analysis method to study the development of green buildings in Shanxi Province. Combined with the factors affecting the promotion of green buildings, this paper analyzes the reasons and obstacles of Shanxi Province's green buildings lagging behind other provinces, and draws lessons from the experience of advanced provinces with rapid development of green buildings. This paper puts forward some rational suggestions to promote the development of green buildings in Shanxi Province, in order to provide the basis for the development of green building activities and the formulation of relevant policies by Shanxi and prefectural governments. This paper takes the green building project of Shanxi Province as the research object, collects and arranges the green building project's first close data, from the project total amount, the star level certification, This paper analyzes the present situation of green building development in Shanxi Province from the aspects of building type, application unit type, project scale, project distribution area and so on, and makes a comparative analysis with other central provinces and neighboring provinces. It is concluded that the development of green buildings in Shanxi Province is relatively backward compared with other provinces, and the number of certification projects is on the low side, the growth rate is slow, the star level is low, and the type is single, etc. At the same time, Select Jiangsu Province and Shanghai as advanced areas as research cases, and learn from the practices of local governments to attach importance to the construction of policy systems and the development and use of advanced technologies. Based on the advanced experience of developing green buildings in ecological urban areas, the factors affecting the development of green buildings in Shanxi Province are studied and analyzed from the perspectives of economy, technology, market and policy. It is found that the development of green buildings in Shanxi Province is faced with obstacles such as low level of economic development, lack of attention by the government, difficulty in effectively popularizing technology, and some suggestions are put forward to realize the comprehensive promotion of green buildings in Shanxi Province from the angle of government and enterprises.
