【摘要】：随着我国城市化进程加快和城市地下管线建设规模的不断扩大,城市综合管廊以一种集约化、现代化的市政管线建设模式得以快速发展。为缓解我国综合管廊项目前期建设资金不足的压力,同时提高项目后期运维管理效率,我国鼓励国内外企业积极采用PPP模式参与到综合管廊项目的建设和运营。但目前国内已建成的综合管廊项目在运维管理中暴露出一些问题,如缺少专门的管理机构、费用分摊标准不明确、地下空间管理体制不健全、法律法规不完善等。这些问题不利于综合管廊PPP项目后期的运维管理,同时严重阻碍综合管廊项目在我国的顺利实施和快速发展。因此,亟需加强对PPP模式下综合管廊项目的运维管理,并进行深入研究。根据我国城市综合管廊项目运维管理现状分析,在阅读大量市政基础设施PPP项目和综合管廊项目运维管理相关文献资料的基础上,设计出我国城市综合管廊PPP项目运维管理要素的初步评价指标体系;采用专家咨询法对项目运维管理要素的评价指标进行修正,最终从运维管理组织、运维管理制度、运营收费、运维管理技术与法律环境五个方面,构建了我国城市综合管廊PPP项目运维管理的评价指标体系;运用层次分析法并借助于Matlab软件对运维管理要素各评价指标进行重要度排序并识别出项目运维管理要素的关键指标。对我国城市综合管廊PPP项目运维管理要素的关键指标展开并研究分析。首先,提取运维管理组织要素、运维管理制度要素中的重点进行分析,构建我国城市综合管廊PPP项目的运维管理组织和制度体系;其次,对运营收费要素中的重点指标进行深入分析。在明确收费原则、收费内容和收费影响因素的基础上,基于委托代理理论和激励约束机制理论,运用激励模型促使管线单位投资并入廊,根据博弈模型结果分析,从政府角度提出运营收费对策;再次,对运维技术中的信息化智能运维技术展开分析并指出其实施过程,同时基于完整性管理视角,提出实施综合化运维管理技术的建议;最后,以淮安市综合管廊PPP项目为例,应用本文研究成果对该项目后期的运维管理问题进行分析,将理论知识应用到工程实践,为该项目的运维管理提供参考建议。
[Abstract]:With the acceleration of urbanization and the continuous expansion of the scale of underground pipeline construction in China, the urban comprehensive pipe gallery is becoming more intensive. The modern municipal pipeline construction mode has been developed rapidly. In order to alleviate the pressure of insufficient funds for the early construction of the comprehensive pipe gallery project in our country, and to improve the efficiency of operation and maintenance management in the later stage of the project, China encourages domestic and foreign enterprises to actively adopt PPP model to participate in the construction and operation of integrated management corridor projects. However, some problems have been exposed in the operation and maintenance management of the integrated management corridor projects in China, such as the lack of specialized management agencies. The cost allocation standard is not clear, the underground space management system is not perfect, the laws and regulations are not perfect and so on. These problems are not conducive to the operation and maintenance management of the PPP project. At the same time, it seriously hinders the smooth implementation and rapid development of the integrated pipe corridor project in China. Therefore, it is urgent to strengthen the operation and maintenance management of the integrated pipe corridor project under the PPP mode. Based on the analysis of the current situation of the operation and maintenance of the urban integrated management corridor project in China, based on the reading of a large number of documents related to the operation and maintenance management of the municipal infrastructure PPP project and the integrated management corridor project, This paper designs a preliminary evaluation index system of the operational and maintenance management elements of PPP project in urban integrated management corridor in China, adopts the expert consultation method to revise the evaluation index of the operational and maintenance management elements of the project, and finally, from the operation and maintenance management organization, the operation and maintenance management system. Five aspects of operation charge, operation and maintenance management technology and legal environment, the evaluation index system of PPP project operation and maintenance management of urban integrated management gallery in China is constructed. By using the Analytic hierarchy process (AHP) and with the help of Matlab software, the importance degree of each evaluation index of the operational and maintenance management elements is sorted and the key indexes of the operational and maintenance management elements of the project are identified. The operation and maintenance management elements of the PPP project in the urban integrated management corridor of our country are discussed. Key indicators are developed and analyzed. First of all, Extract the elements of operation and maintenance management organization, analyze the key elements of operation and maintenance management system, construct the operation and maintenance management organization and system system of PPP project of urban integrated management gallery in our country. On the basis of defining the charging principle, charging content and influencing factors, based on the principal-agent theory and incentive and restraint mechanism theory, the paper makes a deep analysis of the key indicators in the operating charge elements. Using incentive model to promote pipeline unit investment into corridor, according to the game model results analysis, from the point of view of the government to put forward the operation charges; thirdly, the operation and maintenance technology in the information intelligent operation and maintenance technology analysis and pointed out its implementation process, At the same time, based on the perspective of integrity management, put forward the implementation of integrated operation and maintenance management technology. Finally, taking the Huaian integrated management corridor PPP project as an example, using the research results of this paper to analyze the operation and maintenance management problems in the later stage of the project. The application of theoretical knowledge to engineering practice provides a reference for the operation and maintenance management of the project.
