【摘要】：建筑业已经成为我国国民经济的重要支柱产业,但建筑业也是最危险的行业之一,重、特大建筑施工安全生产事故仍有发生,如近期发生的“11.24”江西宜春丰城发电厂冷却塔施工平台坍塌事故造成74人死亡,建筑施工安全生产形势依然十分严峻,安全问题已经成为影响建筑业健康、持续发展的主要瓶颈。建筑安全管理人员的数量不足,能力欠缺是造成建筑业伤亡事故多发的主要原因。我国现有的注册安全工程师执业资格制度和注册建造师执业资格制度从目前来看,无法满足建筑施工安全生产的需要。因此,建立我国的建筑安全工程师执业资格制度迫在眉睫。本文阐述了我国注册建筑安全工程师执业资格制度建立研究的背景和意义,分析了现阶段与建筑安全密切相关的执业资格制度的实施现状,提出现阶段建筑安全执业资格制度建立存在的问题。借鉴分析了英美日等国的建筑安全执业资格制度,明确我国与发达国家在执业资格制度建立上存在的差异。在此基础之上,对建立建筑安全工程师执业资格制度的必要性和可行性进行阐述。并提出了建筑安全工程师执业资格制度的实施方案以及对策建议。本文系统的分析了我国建筑安全相关执业资格制度的建立过程、特点和现阶段存在的问题,提出了建筑安全工程师执业资格制度的实施方案及对策建议,对于推动我国建筑业安全发展,有效预防和减少事故的发生有一定的意义。
[Abstract]:The construction industry has become an important pillar industry of our national economy, but the construction industry is also one of the most dangerous industries.For example, the recent "11.24" collapse of the cooling tower construction platform in Fengcheng Power Plant in Yichun, Jiangxi Province, has caused 74 deaths, and the construction safety situation is still very serious. Safety problems have become an impact on the health of the construction industry.The main bottleneck of sustainable development.The shortage of construction safety management personnel and the lack of ability are the main reasons for the frequent casualties in the construction industry.The current qualification system of registered safety engineer and the qualification system of registered construction engineer in our country can not meet the needs of construction safety in production.Therefore, it is urgent to establish the qualification system of construction safety engineer in our country.This paper expounds the background and significance of the research on the establishment of the qualification system for registered building safety engineers in our country, and analyzes the present situation of the practice qualification system which is closely related to the construction safety at the present stage.This paper puts forward the problems existing in the establishment of the qualification system of construction safety practice at the present stage.Based on the analysis of the construction safety qualification system in Britain, America and Japan, the differences between China and the developed countries in the establishment of the practice qualification system are made clear.On this basis, the necessity and feasibility of establishing the qualification system of construction safety engineer are expounded.And put forward the construction safety engineer practice qualification system implementation plan as well as the countermeasure proposal.This paper systematically analyzes the establishment process, characteristics and existing problems of construction safety related qualification system in China, and puts forward the implementation scheme and countermeasures of the qualification system for construction safety engineers.It has certain significance for promoting the safe development of construction industry in our country and effectively preventing and reducing accidents.
