新型城镇化背景下孝义市农村规划改造模式研究

【摘要】：十三五时期,我国继续推进“以人为本”的新型城镇化。农村的各项改革问题事关国家大事、民族复兴,妥善解决有关三农的问题,是我党一项任重而道远的事业。孝义市是山西省经济强县,连续9年入围中国百强县。同时也传统的资源型城市,随着资源的逐步枯竭,孝义市广大压煤村庄的村民生命安全受到威胁,其他农村地区落后的面貌也不符合孝义市的发展速度,因此孝义市政府大力推进农村地区的新型城镇化,对农村地区施行全面的改造。本文基于此背景,对孝义市农村改造的理论进行了相关研究。分析了孝义市农村的具体情况和部分村庄的改造模式,对各方法进行了评价并从中总结经验,对孝义市其他农村的改造具有一定的指导意义。本文由六个章节组成。第一章阐述了本文的研究背景、目的、意义、方法和内容等;第二章对国内外农村改造的理论进行了分析,并从深圳市农村改造、德国巴伐利亚州农村改造和韩国新村运动等多个具体实例出发,研究了其农村改造成功的经验;第三章分两个部分,第一个部分对孝义市自然情况、人文情况作了简要的概括,第二个部分介绍了孝义市境内农村的地域特征,指出了农村地区通病和各类村庄特有的问题;第四章从梧桐镇、高阳镇、贾家庄村、封家峪村四个不同类型的村庄改造入手,详细介绍了孝义市政府的具体改造方法,同时介绍了郝家寨村改造失败的案例,分析其原因,总结经验教训,同时以调查问卷、科学分析的方法研究居民对新建居住区硬件的满意程度和新居住区对旧生活方式的考量;第五章以案例和经验总结理论,对整村迁移、原地改造、城中村改造这三个改造方法进行了理论阐述;第六章对孝义市农村改造进行了归纳总结。
[Abstract]:During the Thirteenth five-year Plan period, China continued to promote the new-type urbanization of people-oriented. It is a long way for our Party to properly solve the problems concerning agriculture, rural areas and farmers, which are related to state affairs, national rejuvenation and the proper resolution of the problems concerning agriculture, rural areas and farmers. Xiaoyi City is a strong economic county in Shanxi Province, nine consecutive years into the top 100 counties in China. At the same time, the traditional resource-based cities, with the gradual depletion of resources, the lives of villagers in the majority of coal compaction villages in Xiaoyi City are threatened, and the backward features of other rural areas do not accord with the speed of development of Xiaoyi City. Therefore, Xiaoyi city government vigorously promote the new urbanization in rural areas, and carry out comprehensive transformation in rural areas. Based on this background, this paper studies the theory of rural reconstruction in Xiaoyi City. This paper analyzes the concrete situation of the countryside of Xiaoyi city and the transformation mode of some villages, evaluates each method and sums up the experience from it, which has certain guiding significance for the transformation of other rural areas of Xiaoyi city. This paper consists of six chapters. The first chapter describes the research background, purpose, significance, methods and contents of this paper. Chapter two analyzes the theory of rural reconstruction at home and abroad, and analyzes the theory of rural reconstruction in Shenzhen. The successful experiences of rural reconstruction in Bavaria, Germany, and the Korean New Village Movement are studied. The third chapter is divided into two parts. The first part briefly summarizes the natural and humanistic situation of Xiaoyi City. The second part introduces the regional characteristics of the rural areas in Xiaoyi, and points out the common problems in rural areas and the unique problems of various villages. Chapter four begins with the transformation of four different types of villages in Wutong Town, Gaoyang Town, Jia Jiazhuang Village and Fengjiayu Village. This paper introduces in detail the concrete transformation methods of Xiaoyi city government, introduces the case of the failure of the transformation of Hao Jiazhai village, analyzes its causes, sums up the experience and lessons, and makes a questionnaire survey. The scientific analysis method studies the residents' satisfaction with the hardware of the new residential area and the consideration of the old way of life in the new residential area. Chapter five uses the theory of case and experience summing up to transfer the whole village and transform the whole village in situ. Chapter six summarizes the rural reconstruction of Xiaoyi city.
