关于上海构建“两规融合、多规合一”空间规划体系的思考

【摘要】：改革开放以来,上海在规划体系建立、政府体制改革、法律法规制定等方面取得了显著的成效,特别是在"两规融合"等方面走在了全国前列。结合《上海市城市总体规划(2016-2040)》的编制,上海启动了新一轮空间规划体系的探索研究。在对空间规划体系再认识的基础上,系统总结了上海空间规划体系的发展历程、成效和不足,确定了新时期上海空间规划体系构建的主要内容,并对全国空间规划体系完善提出了建议。
[Abstract]:Since the reform and opening up, Shanghai has made remarkable achievements in planning system, government system reform, laws and regulations, especially in the "integration of two rules" in the forefront of the country. Based on the compilation of Shanghai Urban Master Plan 2016-2040, a new round of spatial planning system was initiated in Shanghai. Based on the recognition of the spatial planning system, this paper systematically summarizes the development process, achievements and shortcomings of the Shanghai spatial planning system, and determines the main contents of the construction of the Shanghai spatial planning system in the new period. Some suggestions are put forward for the improvement of the national spatial planning system.
