北京市中心城防洪防涝系统效益分析

【摘要】:城市防涝体系经济效益计算涉及面广、资料统计困难。为充分利用有限资料准确定量地计算防涝体系的经济效益,根据统计年鉴及暴雨水情等可获取数据,运用频率曲线法,对《北京市中心城防洪防涝系统规划》的防涝效益进行了分析。结果表明,该规划多年平均防涝效益为19.08亿元,其中直接效益16.45亿元,间接效益2.63亿元,经济效益显著。效益费用比和敏感性分析表明,规划防涝体系在经济上是合理可行的,且抗风险能力较强。
[Abstract]:The calculation of the economic benefits of urban waterlogging prevention system involves a wide range of areas, and it is difficult to calculate the data. In order to make full use of limited data to calculate the economic benefits of waterlogging prevention system accurately and quantitatively, the frequency curve method is used according to the data obtained from statistical yearbooks and rainstorm water regime. The benefit of flood control and waterlogging prevention system in central city of Beijing is analyzed. The results show that the annual average benefit of waterlogging prevention is 1.908 billion yuan, of which the direct benefit is 1.645 billion yuan, the indirect benefit is 263 million yuan, and the economic benefit is remarkable. The cost-benefit ratio and sensitivity analysis show that the planning waterlogging prevention system is reasonable and feasible in economy and has strong ability to resist risks.
