三亚湾岸线利用的规划理念与方法创新

【摘要】：为适应生态文明建设要求,实现滨海岸线的合理利用和可持续发展,必须在规划理念和方法上进行系统创新。在理念上强调绿色、人文和内涵发展,要从"重开发、轻保护"转向"保护优先、适度开发",从"重盈利、轻公益"转向"以人为本、开放共享",从"重形式、轻内涵"转向"活力导向、内外兼修";在方法上强调活力导向,要通过多元人群的需求调查以探究活力主体,通过资源价值的充分挖掘以理清活力基底,通过空间节点的准确判识以划定活力载体,在修复生态本底和彰显地域文化的基础上,以激发活力为目标,优化滨海岸线的功能、设施与景观。
[Abstract]:In order to meet the requirements of the construction of ecological civilization and realize the rational utilization and sustainable development of coastal coastline, systematic innovation must be carried out in the planning concept and method. In the concept, it emphasizes green, human and connotation development. It should turn from "re development, light protection" to "protection priority and fitness development", from "heavy profit, light public welfare" to "people-oriented" and "open a common" "Enjoy" from "heavy form, light connotation" to "vigor orientation", "both internal and external" and "internal and external repair"; emphasis on vigor orientation in the method, to explore the vitality subject through the demand survey of multiple people, to clear the vitality base through the full mining of the value of resources, to define the vitality carrier through the accurate judgment of the space node, to repair the ecological background and highlight the region. On the basis of culture, we aim at stimulating vitality and optimize the functions, facilities and landscapes of the coastline.
