220千伏定鼎变电站项目质量管理研究

【摘要】:进入新世纪以来,电网在经济社会发展中的作用越来越重要。电网工程质量的好坏,不仅关系到项目建设的成本高低,更关系到人民的生命和财产安全。在电力工程中,变电站建设项目是最为典型的,其工艺特殊,生产环节复杂,项目参与方众多,因此影响用建立项目质量好坏的因素很多。无论从效果上来说还是从成本来说,提高施工质量管理水平才能够保证更高的变电站项目质量。这直接关系到整个电网和终端的安全,所以变电站项目对质量要求尤其严苛。因此本文研究的变电站施工企业如何结合自身特点和项目要素,提高自身项目质量管理水平,改进质量管理问题,从而提升项目质量水平,是十分必要的研究课题。本文系统地研究了项目质量管理和变电站项目质量管理的理论体系。从第三章开始,本文以220千伏定鼎变电站项目为实际案例,结合质量管理体系的相关理论,对该项目进行细致分析。通过研究220千伏定鼎变电站项目质量管理的各方面工作情况与特点,本文认为一是在220千伏定鼎变电站项目的质量管理工作体现在三个方面,即目标的策划、细化和实现;二是质量管理工作贯穿于项目策划、控制和质量保证三方面,项目的质量管理要在质量策划、控制和保证整体推进的基础上,将项目各阶段工作有效联系,共同推进项目质量目标的实现;三是变电站项目专业性强、涉及面广,质量影响因素众多、关系复杂,因此变电站项目质量管理工作应该因地制宜,结合项目实际情况来制定科学、合理、完善的质量管理工作制度和措施,从而使质量管理工作计划更能有效落实,质量目标更能真正实现。第五章是本文的核心,该部分运用了模糊综合评价法对220千伏定鼎变电站项目质量管理进行了分析,并在研究了项目实际情况和评价结论基础上,整理归纳和分析了220千伏定鼎变电站项目质量管理的问题所在,最后提出了具有较强针对性和可操作性的改良方案。在第六章本文的研究成果部分,主要归纳了本文结论的四个方面:一是在220千伏定鼎变电站项目的质量管理工作体现在三个互相联系、互相影响的三个方面,即目标的策划、细化和实现,这三个环节直接决定了项目质量水平的高低;二是质量管理工作贯穿于项目策划、控制和质量保证三方面,220千伏定鼎变电站项目质量管理从项目策划阶段就产生,项目质量控制是实现质量目标的关键,同时也是实现质量目标的必由之路,质量保证是整个项目质量水平的关键保障手段,在项目施工建设阶段从项目质量策划和控制角度,对项目质量进行同步、有效的监督,是项目管理工作成果的最后检验;三是变电站项目专业性强、涉及面广,质量影响因素众多、关系复杂,因此变电站项目质量管理工作应该因地制宜,结合项目实际情况来制定质量管理的制度和措施;四是受科技的发展、社会的进步,和质量管理体系的深入影响,项目质量管理逐渐被视为工程项目越来越重要的部分,变电站项目的质量水平不仅关系企业自身的长远发展,更直接影响到电力资源安全和人们生活生产的正常进行。本文不仅对220千伏定鼎变电站项目的质量管理做出了尝试性改进,同时也对其他的变电站项目质量管理具有一定的借鉴意义。
[Abstract]:Since the new century, the power grid plays a more and more important role in the economic and social development. The quality of the power grid is not only related to the cost of the project construction, but also related to the people's life and property safety. In the power engineering, the substation construction project is the most typical, its process is special, the production link is complex, and the project participates in the project. There are many sides, so there are many factors affecting the quality of the project. In terms of the effect and from the cost, the improvement of the quality of the construction quality can guarantee the higher quality of the substation project. This is directly related to the safety of the whole power grid and terminal, so the substation project is especially strict with the quality requirements. It is a very necessary research topic on how to improve the quality management of the project, improve the quality management and improve the quality of the project. This paper systematically studies the theory system of project quality management and the quality management of substation project in third chapters. At the beginning, this article takes the 220 thousand volt Ding Ding substation project as the actual case, combined with the related theories of the quality management system, and makes a detailed analysis of the project. Through the study of the work situation and characteristics of the quality management of the 220 thousand volt Ding Ding substation project, this paper thinks that the quality management work of the 220 thousand volt Ding Ding substation project is reflected in the quality management work. Three aspects, namely, the planning, refinement and Realization of the target; the two is that quality management runs through the project planning, control and quality assurance in three aspects. The quality management of the project should be based on the quality planning, control and guarantee of the overall promotion of the project, to effectively link the work of the project at all stages, and to jointly promote the realization of the project quality objectives; three is the substation. The quality management work of the project should be more effective and effective, so that the quality management work plan can be more effectively implemented and the quality goal can be truly realized. The fifth chapter is the core of this article. This part uses the fuzzy comprehensive evaluation method to analyze the quality management of the 220 thousand volt Ding Ding substation project, and on the basis of the study of the actual situation and the evaluation conclusion, collate and analyze the problem of the quality management of the 220 thousand volt Ding Ding substation project, and finally put forward that it is strong. In the sixth chapter, the four aspects of the conclusion are summarized: first, the quality management of the project in the 220 thousand volt Ding Ding substation is embodied in the three interrelated and three aspects of mutual influence, namely, the planning, refinement and implementation of the target target, and the three links are directly decided. The quality level of the project is determined. The two is that quality management runs through the project planning, control and quality assurance in three aspects. The quality management of the 220 thousand volt Ding Ding substation is produced from the project planning stage. The quality control of the project is the key to the realization of the quality goal, and the only way to achieve the quality goal, and the quality assurance is the whole process. The key guarantee means of the quality level of the project. In the construction phase of the project, from the point of view of project quality planning and control, the quality of the project is synchronized and effective supervision is the final inspection of the results of the project management. Three, the substation project is highly specialized and involves a wide range of factors and complex relations, so the substation item is very complicated. The quality management work should be adapted to local conditions and combine the actual situation of the project to establish the system and measures of quality management. Four is the development of science and technology, the progress of the society, and the deep influence of the quality management system. The quality management of the project is gradually regarded as a more and more important part of the project, and the quality level of the substation project is not only related to the enterprise. The long-term development of the industry has a direct impact on the safety of power resources and the normal conduct of people's living and production. This paper not only makes an attempt to improve the quality management of the 220 thousand volt Ding Ding substation project, but also has a certain reference significance to the quality management of other substations.
