境外输电工程计价对比与报价风险控制研究

【摘要】:中国企业走出国门在国际市场上竞争,参与国际分工是大势所趋,也是先进生产力由发达国家向次发达或者不发达国家流动的规律。经过多年的发展,我国输变电工程从电压等级、技术标准和规范、施工管理水平等方面取得了长足的进步,具备了向其他国家输送先进技术的条件,但在“走出去”的过程中,对合同商务能力的把控,特别是对国际项目投标报价的研究是我们“走出去”成败与否的关键所在,不加强对报价体系的研究和分析,不总结其中的规律并做好应对和变化,我们的电力企业走出去必将会付出沉重的学费和代价。本文通过对我国工程造价体系及工程量清单报价方法的回顾,结合境外输电工程投标及报价特点,对其报价风险管控体系进行研究,得出了报价风险识别结构,并提出境外输电工程报价风险管控的具体策略,为中国电力企业走出国门提供了指导建议。本文以境外输电工程为研究对象,研究其计价方式以及报价风险控制,主要研究内容包括:第一,分析我国工程量清单计价方式定义及基本特征,汇总了我国输变电工程量清单的费用计价方法,对其报价基本过程进行了梳理,并介绍了输电工程报价风险管理的一般过程和主要方法;第二,通过典型境外工程项目,分析了国内外输电工程计价体系的异同,并基于SWOT分析对我国输电工程计价体系在境外报价应用的优势、劣势、机会和不足;第三,构建了境外输电工程报价的鱼骨图报价风险识别结构,并利用了模糊层次分析法对坦桑尼亚电力供应有限公司400千伏双回路输电线路工程报价风险进行了评估,验证了评级体系和评价方法的可行性;最后,根据境外输电工程报价投标过程,从投标决策、投标准备和投标实施三个阶段提出了风险控制策略,并基于决策方法优化及信息平台建设分别得出了控制报价风险的建议。相关研究成果为境外输电工程报价提供了指导性意见,从而达到境外输电工程风险控制的预期目的。
[Abstract]:It is the trend of the times for Chinese enterprises to go abroad to compete in the international market and to participate in the international division of labor. It is also the law of the flow of advanced productive forces from developed countries to underdeveloped or underdeveloped countries. After years of development, China's power transmission and transformation projects have made considerable progress in voltage grade, technical standards and norms, construction management level, and so on, and have the conditions to transport advanced technology to other countries. However, in the process of "going out", The key to the success or failure of "going out" is to control the commercial ability of the contract, especially the research on the bidding quotation of international projects. We do not strengthen the research and analysis of the quotation system, do not sum up the rules therein, and do a good job in dealing with and changing it. Our power enterprises will pay heavy tuition and price when they go out. In this paper, by reviewing the project cost system of our country and the quotation method of bill of quantities, combining with the characteristics of bidding and quotation of overseas transmission project, this paper studies the management and control system of quotation risk, and obtains the identifying structure of quoted price risk. The specific strategies of risk control for overseas transmission project quotation are put forward, which provides guidance and suggestions for Chinese electric power enterprises to go abroad. This paper takes overseas transmission project as the research object, studies the pricing method and the risk control of quotation. The main research contents are as follows: first, the definition and basic characteristics of the valuation method of bill of quantities in China are analyzed. This paper summarizes the cost valuation methods of the bill of quantities of power transmission and transformation projects in China, combs the basic process of quotation, and introduces the general process and main methods of risk management of quotation for transmission projects. Secondly, through typical overseas projects, This paper analyzes the similarities and differences of domestic and foreign pricing systems of transmission projects, and analyzes the advantages, disadvantages, opportunities and shortcomings of the pricing system of transmission projects in China based on SWOT analysis. The risk identification structure of overseas transmission project quoted by fishbone diagram is constructed, and the risk of 400kV double-circuit transmission line project quoted by Tanzania Electric Power supply Co., Ltd is evaluated by using fuzzy analytic hierarchy process (FAHP). The feasibility of rating system and evaluation method is verified. Finally, according to the bidding process of overseas transmission project, the risk control strategy is put forward from three stages: bidding decision, bidding preparation and bidding implementation. Based on the optimization of decision-making method and the construction of information platform, the suggestions of controlling the risk of quotation are obtained respectively. The related research results provide guidance for overseas transmission project quotation, so as to achieve the expected purpose of overseas transmission project risk control.
