莱芜市城中村改造可行性评价研究

【摘要】:十八大报告和随后召开的中央经济工作会议都强调了要重视小城市的发展,把“中小城市”、“小城镇”放在和“大城市”、“城市群”同等的考量平台上。小城镇城中村在社会管理、生态环境、经济运作等方面还存在很多问题,影响小城镇的发展。然而不同于大城市,莱芜市为一个经济欠发达的小城市在建设情况、市场供求、改造主体特征、改造模式等有不同的城中村改造特点,而目前学术界有关经济欠发达城市城中村改造的研究欠缺。这些城市往往还存在大量的只有居住功能的非商品住宅未被消化,投资价值有限,如果盲目扩建和改建往往造成资源的浪费。因此政府有必要在推动城中村改造工作前期对城中村改造进行可行性评价,提高地方政府在城中村改造中决策的质量,降低改造项目风险。本文通过分析莱芜市城中村改造情况,对经济欠发达的小城市的城中村改造的问题、特点进行深入剖析。通过莱芜市透视经济欠发达小城市在城中村改造中不同于发达的大城市的改造特点,明确可行性评价指标构建时应着重注意哪些问题,为下文城中村改造可行性评价指标体系的维度构建和指标选取做铺垫。进行指标体系维度的选择及评价指标的确定时,本文在对目前国内城中村改造评价维度进行梳理的基础上,充分考虑莱芜市作为经济欠发达中小城市城中村改造现状及改造特点,并从利益博弈理论、地租地价理论、交易成本理论、市场供求理论、复杂适应系统理论等对可行性评价指标体系的构建进行了理论支撑,再以建设类可行性评价原理及方法作为借鉴,结合实际及理论分析,建立了经济效益可行性、市场供求可行性、技术的可行性、个体利益协调的可操作性四个指标维度,并对每个维度指标进行构建逻辑分析,使指标选取更具逻辑性和说服力。最后结合实际,本文选取了层次分析法、聚类分析法作为相关评价方法,并对各个层次指标进行评价标准的选择,完成了莱芜市城中村改造可行性评价的指标体系研究。最后本文进行了莱芜市城中村改造可行性评价应用实践,并提出城中村改造的优化建议。在对可行性评价实践运用的过程中,通过调研访谈、专家座谈、现场走访等方式发现了一些问题,对评价指标体系进行了调整和建议。通过以莱芜市典型的经济欠发达城市城中村改造的可行性评价体系的构建,为经济欠发达城市城中村改造提供一些改造的思路、改造经验。
[Abstract]:Both the report of the 18th National Congress of the CPC National Congress and the subsequent Central Economic work Conference stressed the need to attach importance to the development of small and medium-sized cities and small towns on the same platform as "big cities" and "urban agglomerations." There are still many problems in social management, ecological environment, economic operation and so on, which affect the development of small towns. However, unlike big cities, Laiwu is a small city with an underdeveloped economy. It has different characteristics of reconstruction of villages in cities, such as construction, market supply and demand, main features of transformation, transformation models, etc. However, the current academic research on the urban village reconstruction in underdeveloped cities is deficient. These cities also often have a large number of non-commercial housing with only residential functions that have not been digested and the investment value is limited. If the expansion and reconstruction blindly lead to the waste of resources. Therefore, it is necessary for the government to evaluate the feasibility of the urban village reconstruction in the early stage of promoting the urban village transformation, to improve the quality of local government decision-making in the urban village transformation and to reduce the risk of the reconstruction project. Based on the analysis of the situation of village transformation in Laiwu City, this paper makes a thorough analysis of the problems and characteristics of the transformation of villages in small cities with less developed economy. Through the perspective of Laiwu City, which is different from the developed big city in the transformation of the village in the city, which problems should be paid attention to in the construction of the feasibility evaluation index, It lays the foundation for the dimensionality construction and index selection of the feasibility evaluation index system of urban village reconstruction below. When we choose the dimension of index system and determine the evaluation index, this paper combs the evaluation dimension of urban village reconstruction in China. Fully considering the present situation and characteristics of village transformation in Laiwu as a small and medium-sized city with underdeveloped economy, and from the benefit game theory, land rent and land price theory, transaction cost theory, market supply and demand theory, The theory of complex adaptive system has carried on the theoretical support to the construction of the feasibility evaluation index system. Then, the feasibility of economic benefit has been established by using the construction feasibility evaluation principle and method as reference, combining with the actual and theoretical analysis. The feasibility of market supply and demand, the feasibility of technology, the maneuverability of individual benefit coordination are four index dimensions, and the logical analysis of each dimension index is carried out to make the selection of indicators more logical and persuasive. Finally, this paper selects AHP and cluster analysis as the relevant evaluation methods, and selects the evaluation criteria of each level index, and completes the research on the index system of the feasibility evaluation of urban village reconstruction in Laiwu city. Finally, the feasibility evaluation and application of urban village reconstruction in Laiwu City are carried out, and the optimization suggestions are put forward. In the process of practical application of feasibility evaluation, some problems are found through investigation and interview, expert discussion, field visit and so on, and the evaluation index system is adjusted and suggested. Based on the construction of the feasibility evaluation system of the urban village reconstruction in Laiwu city, this paper provides some ideas and experiences for the reconstruction of the village in the city of Laiwu city.
