关于加快构建空间规划体系的建议

【摘要】：空间规划是政府加强空间管制、协调空间秩序的重要手段,是国家治理体系现代化的重要内容。改革开放以来,我国空间规划体系不断孕育发展,在优化国土空间开发格局、调配重要战略资源、促进区域协调发展等方面发挥了重要作用,但受规划理念、管理体制、配套政策等方面的制约,我国空间规划体系还不完善。对此,应改革创新、规范编制、强化保障,加快构建具有我国特色的空间规划体系。
[Abstract]:Spatial planning is an important means for the government to strengthen the space control and coordinate the space order. It is also an important content of the modernization of the national governance system. Since the reform and opening up, China's spatial planning system has been developing continuously, which has played an important role in optimizing the pattern of land and space development, deploying important strategic resources, promoting the coordinated development of regions, etc., but under the concept of planning and management system, China's spatial planning system is not perfect due to the constraints of supporting policies. Therefore, we should reform and innovate, standardize the establishment, strengthen the guarantee, and accelerate the construction of the spatial planning system with Chinese characteristics.
