某口岸商贸园区项目进度控制研究

【摘要】:本文以某口岸商流物流园项目为案例,该项目功能较为完善,建设规模庞大,周期较长,对项目建设进度的控制难度较大。本文通过大量的文献研究,选取具有较大研究价值的某口岸商贸物流园项目进度控制为研究对象,首先分析了研究选题的理论基础和依据,其次,以该项目为案例分析对象,结合理论基础和经验分析,通过进行具体运用、分析和总结,以问题为导向,将成功的经验运用到该项目进度控制计划的编制过程中,满足项目进度控制目标的需要,对进度控制目标形成有力支撑。最后,对该项目制定进度控制保障措施,从配套资源以及保障措施两个方面开展论述,同时,对该项目进度控制的结果进行评价,设置评价指标,建立评价标准,形成对进度控制措施的评价体系。通过研究,本文认为,对某口岸商贸园区项目的建设全过程管理核心要义是建设进度管理,项目建设进度管理在整个项目建设过程中的地位举足轻重。该项目建设进度管理和控制其实也是一种项目融资管理,要将项目的融资计划与进度管理计划进行充分的有机结合,节奏上保持高度一致,使进度计划与融资计划能够形成合力。该项目要建立科学的进度控制激励约束机制,确定清晰的进度目标和责任主体,明确达到什么样的进度目标,能够得到什么样的奖励或者惩罚,既要规定进度任务目标,又要规定奖惩的条件和标准。该项目要对工程建设项目进行有效的监督监测检查,实行全面监督的进度控制体系,对项目的建设进度进行对标管理和异动管理,及时异常和偏离信号,及时预防和化解风险点,及时解决影响项目建设进度的问题。
[Abstract]:This paper takes the project of a port commercial flow logistics park as a case. The project has perfect function, large construction scale and long period, and it is difficult to control the progress of project construction. Through a large number of literature studies, this paper selects the project schedule control of a port trade logistics park with great research value as the research object. Firstly, it analyzes the theoretical basis and basis of the research topic, and secondly, takes the project as the case study object. Combined with theoretical basis and experience analysis, through concrete application, analysis and summary, taking the problem as the direction, the successful experience is applied to the process of the project schedule control plan, which meets the need of the project schedule control goal. Support the progress control target. Finally, the development of progress control measures for the project, from the supporting resources and safeguard measures are discussed. At the same time, the results of the progress control of the project are evaluated, the evaluation index is set up, and the evaluation criteria are established. Form an evaluation system for progress control measures. Through the research, this paper holds that the key point of the management of the whole construction process of a port trade park project is the construction schedule management, and the project construction schedule management plays an important role in the whole construction process of the project. The project construction schedule management and control is actually a kind of project financing management. It is necessary to combine the project financing plan with the schedule management plan and maintain a high degree of rhythm. Make progress plan and financing plan to form a joint force. The project should establish a scientific incentive and constraint mechanism for progress control, determine clear progress goals and responsibility subjects, make clear what progress goals can be achieved, what rewards or punishments can be obtained, and specify the goals of progress tasks. Conditions and standards for rewards and punishments should also be prescribed. The project should carry out effective supervision, monitoring and inspection of the project construction project, implement a comprehensive supervision progress control system, manage the construction progress of the project by standard management and dynamic management, and make timely anomalies and deviations from the signal. Timely prevention and resolution of risk points, timely resolution of problems affecting the progress of the project.
