工程量清单计价模式下的施工企业的投标报价研究

【摘要】：随着我国的市场经济的不断完善及经济体制的改革,在工程造价的领域中,我国建设市场逐渐采用并形成了以清单计价取代定额计价模式的现状,国际通常适用的工程量清单计价模式已开始融入我国的计价模式之中,并在工程造价计算及控制中发挥了重要作用。但是由于各种原因,在清单计价模式使用中,仍然存在不少问题,理清不同计价模式的优缺点,通过实际工程中的使用和总结,逐步完善工程造价计价模式,依然具有重要的实际意义。论文从介绍工程计价模式在国内外发展情况入手,分析了工程造价的定额计价模式和工程量清单计价模式的概念和计价流程,对两种计价模式的优缺点和内在联系进行对比研究,提出清单计价的报价策略,从中分析得到定额计价模式在现代市场经济应用下所存在的问题,以及工程量清单计价模式在我国中实行中的优势和现实问题。最后,以延安市的棚户区改造为例,,分别基于清单计价模式和定额计价模式的计价程序及工程价格进行计价、分析,说明清单计价模式在现行的建筑市场中的优势,并提出了施工企业应建立自己的报价体系及自己的企业定额的建议,并且要采用合理的投标策略,严格掌控合同签订这一关。
[Abstract]:With the continuous improvement of the market economy and the reform of the economic system in our country, in the field of project cost, the construction market of our country has gradually adopted and formed the status quo of replacing the quota pricing mode with the list valuation. The bill of quantities valuation model, which is commonly used in the world, has been integrated into the pricing mode of our country and has played an important role in the calculation and control of project cost. However, due to various reasons, there are still many problems in the use of the list pricing mode. The advantages and disadvantages of the different valuation modes are clarified, and through the use and summary of the actual project, the project cost valuation model is gradually improved. Still has important practical significance. Starting with the introduction of the development of engineering valuation model at home and abroad, the paper analyzes the concept and process of the fixed valuation model and the bill of quantities pricing model of the project cost. This paper makes a comparative study of the advantages and disadvantages of the two pricing modes and their internal relations, and puts forward the quotation strategy of the list pricing, from which the problems existing in the application of the quota pricing model in the modern market economy are analyzed. And the advantages and practical problems in the practice of bill of quantities pricing mode in China. Finally, taking the transformation of shantytown in Yan'an as an example, based on the pricing procedure and project price of list valuation mode and quota valuation mode, the paper analyzes the advantages of list valuation model in the current construction market. The paper also puts forward the suggestion that the construction enterprise should establish its own quotation system and its own enterprise quota, and adopt reasonable bidding strategy to strictly control the signing of the contract.
