城乡规划视角下苏州小城镇行政管理体制变化及影响研究

【摘要】：近年来,国家改革小城镇行政管理体制,通过上层建筑的改革来推动小城镇发展。苏州小城镇作为发达地区小城镇的缩影,一直都是各界关注和研究的重点,苏州小城镇行政管理体制变化起步早,动作大,成效显著,在全国产生较大影响,契合了国家发展战略要求。然而学界对于小城镇行政管理体制与小城镇发展的具体关系及影响研究甚少。因此,需要在城乡规划视角下重新审视苏州小城镇行政管理体制,分析其在小城镇发展过程中发生的变化和产生的影响,引导小城镇行政管理体制发生更深层次的变化,加快推进苏州新型城镇化进程,满足小城镇发展的实际需要。本文通过对相关理论和既有研究成果的梳理,提出在城乡规划视角下,以小城镇发展为切入点,通过分析小城镇发展与行政管理体制之间的关系,将小城镇行政管理体制变化分为“区划调整”、“简政放权”及“制度创新”三种类型。并针对苏州小城镇行政管理体制改革中对应出现的“乡镇撤并”、“强镇扩权”和“区镇合一”三种形式,分别分析其产生原因与发展过程,归纳总结其产生影响和经验启示,提出存在的问题。根据行政管理体制变化的共性问题和分类问题,相应提出“重统筹、稳撤并、固强镇、促共赢”的四点应对策略,具体表现为强化规划管理协同衔接、稳定乡镇撤并镇发展和谐均衡、巩固经济发达镇发展优先地位、促进区镇合一镇发展联动统一。本文是在我国加快新型城镇化进程、全面推进小城镇行政体制改革的大背景下形成的,研究结论对于应对苏州小城镇行政体制变化及指导全国小城镇行政管理体制改革具有参考价值与借鉴意义。
[Abstract]:In recent years, the government has reformed the administration system of small towns and promoted the development of small towns through the reform of superstructure. As a microcosm of small towns in developed regions, Suzhou small towns have always been the focus of attention and research from all walks of life. In line with the national development strategy requirements. However, there are few studies on the relationship between the administration system of small towns and the development of small towns. Therefore, it is necessary to re-examine the administrative management system of Suzhou small towns from the perspective of urban and rural planning, analyze the changes and impacts that have taken place in the development of small towns, and guide the further changes in the administrative management system of small towns. We will speed up the process of new urbanization in Suzhou to meet the actual needs of the development of small towns. By combing the relevant theories and existing research results, this paper puts forward that, from the perspective of urban and rural planning, taking the development of small towns as the starting point, this paper analyzes the relationship between the development of small towns and the administrative management system. The change of administrative management system in small towns is divided into three types: regionalization adjustment, administrative decentralization and institutional innovation. In the light of the corresponding three forms in the reform of the administrative management system of small towns in Suzhou, such as "removing and merging of villages and towns", "strengthening town expansion" and "integration of district and town", the causes and development process of these three forms are analyzed respectively, and their influence and experience are summarized. Put forward the existing problems. According to the common problems and classification problems in the change of administrative management system, this paper puts forward four corresponding strategies of "rearranging overall planning, steadily removing and merging, strengthening the town and promoting win-win", which is manifested by strengthening the coordination of planning and management. It is necessary to stabilize the harmonious and balanced development of villages and towns, consolidate the priority status of economically developed towns, and promote the unity of district and town development. This article is formed under the background of speeding up the process of new urbanization and comprehensively promoting the reform of administrative system of small towns in China. The conclusion of the study is of reference value and significance for dealing with the changes of administrative system in Suzhou small towns and guiding the reform of administrative management system of small towns in the whole country.
