国际经验参考下的我国非法定规划规范化发展刍议

【摘要】：非法定规划以其侧重研究、专项深化、审批简单的特点,作为法定规划的有益补充得到越来越多的应用,但也存在着编制泛滥、职能地位不明确、质量评价标准缺乏、控制力度较弱等不足之处。首先对我国各层次的非法定规划现状进行分析,接着探讨了发达国家关于非法定规划的管控经验,最后针对非法定规划现状存在的问题,参考国际经验并结合我国城乡规划编制体系,对促进非法定规划规范化发展做出相关思考。
[Abstract]:Non-statutory planning has been more and more used as a useful supplement to legal planning because of its characteristics of emphasis on research, special deepening and simple examination and approval, but there are also some shortcomings, such as excessive compilation, unclear functional status, lack of quality evaluation standards, weak control and so on. This paper first analyzes the present situation of non-statutory planning at all levels in our country, and then probes into the management and control experience of non-statutory planning in developed countries. Finally, in view of the problems existing in the present situation of non-statutory planning, referring to the international experience and combining with the urban and rural planning compilation system of our country, this paper makes some relevant thoughts on promoting the standardized development of non-statutory planning.
