【摘要】：正 一、美国联邦制度与特殊教育联邦制是美国宪法所确立的国家结构形式。在联邦制下,联邦政府保护人民旨在获得一定的公益的权利、自由和活动,同时也享有一定的管理国家的权利。根据美国宪法第十修正案,联邦政府享有宪法所赋予的特别的权力;宪法没有赋予联邦政府的权力属于各州。
[Abstract]:First, the federal system and the federal system of special education are the forms of state structure established by the Constitution of the United States.Under the federal system, the federal government protects the people's rights, freedoms and activities in order to obtain a certain public good, and also enjoys the right to run the country.Under the Tenth Amendment, the federal government has special powers conferred by the Constitution, which does not belong to the states.
