泰国开放远程教育机构中的领导与管理

【摘要】:开放远程教育将不可避免地成为未来高等教育的一种模式。开放远程教育的成功取决于高层行政人员的领导和管理,以及良好的管理模式。目前,泰国有七个机构从事开放远程教育:在中小学层次上,包括非正规教育司,以及克雷克拉瓦卫星教育工程;在高校层次上,包括国立开放大学、苏可泰开放大学、苏拉娜丽理工大学、大湄公河分区虚拟大学以及法身开放大学。作为一个佛教国度,泰国开放远程教育机构的领导水平和管理能力依靠领导者对开放远程教育理念的理解,以及他们个人的感召力或人格魅力、洞察能力、智能、经验、信心、工作投入和决策能力等。相反,拙劣的领导与管理作风则归咎于领导能力弱,民主不健全,势力集团干预,缺乏应有的管理技能等因素。为了避免将能力弱、行事不善的人员委以领导重任,管理层的人员选拔不能只局限于内部职工,而应扩展到外部那些具有非凡管理业绩、享有盛誉的人士。此外,在整个领导管理层人员的任命过程中,不能走大众投票选举的路线,而应该授权大学校务委员会选择最有能力的人员领导开放远程教育机构,并坚决杜绝任何来自于内部的或政治上的势力集团的影响。当然,领导管理层的工资、待遇与福利也应与他们的工作业绩挂钩。
[Abstract]:Open distance education will inevitably become a mode of higher education in the future. The success of open distance education depends on the leadership and management of senior executives, as well as a good management model. At present, Thailand has seven institutions engaged in open distance education: at the primary and secondary levels, including the Department of Non-formal Education and the Krekrava Satellite Education Project; and at the tertiary level, including the National Open University, the Sukotai Open University, Sulanari University of Technology, the Greater Mekong Subregion Virtual University and the Facheng Open University. As a Buddhist country, the leadership and management ability of Thailand's open distance education institutions depends on their understanding of the concept of open distance education, as well as their personal charisma, insight, intelligence, experience, confidence, etc. Job commitment and decision making ability, etc. On the contrary, poor leadership and management style is attributed to weak leadership, imperfect democracy, interference of power groups, lack of proper management skills and so on. In order to avoid imposing heavy leadership on the weak and poorly behaved personnel, the selection of management personnel should not be limited to the internal staff, but should be extended to those with outstanding management performance and reputation outside. In addition, throughout the process of appointment of leadership and management personnel, the popular vote should not be taken, but the University Council should be empowered to select the most capable people to lead open distance education institutions. And resolutely eliminate any influence from internal or political power groups. Of course, the salaries, benefits and benefits of management should also be linked to their performance.
