完善农村义务教育投入保障制度的构想

【摘要】：农村税费改革后,农村义务教育存在总量投入不足、教育负债严重、农村义务教育发展不平衡等问题。面对这些问题,如何建立和完善农村教育投入保障机制,切实保障农村义务教育健康发展?本文提出应从加大财政投入、发展农村民办基础教育、建立确保农村义务教育投入增长的机制和创新教育经费管理方式着手,健全农村义务教育投入保障机制的主张。
[Abstract]:After the reform of taxes and fees in rural areas, there are some problems in rural compulsory education, such as insufficient total investment, serious educational liabilities and unbalanced development of rural compulsory education. In the face of these problems, how to establish and improve the rural education investment security mechanism to ensure the healthy development of rural compulsory education? This paper puts forward the idea that we should increase financial investment, develop rural private basic education, establish a mechanism to ensure the increase of rural compulsory education investment and innovate the management mode of education funds, and perfect the guarantee mechanism of rural compulsory education investment.
