体育产业发展中的政府职能转变研究

【摘要】：改革开放以来,我国的经济建设和社会民生取得了迅猛发展,人民生活水平得到了大幅提高,闲暇时间的增多以及“奥运争光计划”和全民健身计划的实施,使得我国体育产业有了突飞猛进的发展,特别是国务院办公厅发表的《关于加快发展体育产业的指导意见》,为促进我国体育产业的跨越式发展提供了有力的外部条件。体育产业的发展有利于满足人民群众多样化的体育需求、保障和改善民生;有利于扩大内需、增加就业、培育新的经济增长点;有利于弘扬民族精神、增强国家凝聚力和文化竞争力。随着经济的快速发展,居民的消费结构日趋完善,我国初步形成了以体育本体产业为主体,体育延伸产业为补充的较为完整的体育产业体系,与其他产业之间存在着高度的相关性,成为经济发展体系的一个重要组成部分。但是,由于我国目前还处在由计划经济向市场经济的转型时期,受传统模式的影响,人们的思想意识、价值观念还处在传统与现代的转变过程中,资源仍大量集中在政府机构,社会组织的力量还十分薄弱,导致体育产业发展的总体规模依然不大,活力不强,还存在一些体制机制问题。因此,政府部门须转变其职能发挥情况,发挥市场在资源配置中的主导作用,使体育产业更好更快的发展。本文主要从两方面展开研究:一是立足于体育产业发展中政府职能转变的理论基础,通过对政府职能的科学定位,分析并了解体育产业发展中政府职能转变的必要性;二是基于前人的研究成果,依据政府在促进体育产业发展中的职能转变情况,结合对武汉市“江城健身e家”的管理和运营模式以及武汉网球公开赛的赛事运营和管理模式的分析,进一步明确目前体育产业发展中政府职能存在的若干问题及其产生的原因,在此基础上,借鉴国内外优秀政府的经验,研究探索适合我国发展体育产业的政府行为。一方面,能够为我国政府制定体育产业发展规划提供理论依据,有利于完善政府管理体系,规范体育产业发展中的政府职责;另一方面,能够促进体育产业又好又快的发展,有利于满足人们多样化的体育需求,保障和改善民生,扩大内需,增加就业。同时,还能带动其他相关产业的发展,促进我国经济长期稳定的增长,有利于弘扬民族精神、增强国家凝聚力和文化竞争力。
[Abstract]:Since the reform and opening up, China's economic construction and people's livelihood have made rapid progress, the living standards of the people have been greatly improved, the leisure time has increased, and the implementation of the "Olympic honor winning program" and the national fitness program. That has made the sports industry of our country develop by leaps and bounds. In particular, the guidance on speeding up the Development of Sports Industry, issued by the General Office of the State Council, provides a powerful external condition for promoting the leap-forward development of the sports industry in China. The development of the sports industry is conducive to meeting the needs of the people. The diversity of sports needs, To safeguard and improve the people's livelihood; to help expand domestic demand, increase employment, and foster new economic growth points; and to carry forward the national spirit and enhance the national cohesion and cultural competitiveness. With the rapid development of the economy, the consumption structure of the residents is becoming more and more perfect. China has initially formed a relatively complete sports industry system with sports ontology industry as the main body and sports extension industry as the supplement, which has a high correlation with other industries. It has become an important part of the economic development system. However, because our country is still in the period of transition from planned economy to market economy, people's ideology is affected by the traditional mode. Values are still in the process of traditional and modern transformation, resources are still concentrated in government institutions, the strength of social organizations is still very weak, resulting in the overall development of the sports industry is still not large scale, vitality is not strong, There are also problems with institutional mechanisms... Therefore, government departments need to transform their functions to play a dominant role in resource allocation. This paper mainly focuses on two aspects: first, based on the theoretical basis of the transformation of government functions in the development of sports industry, through the scientific positioning of government functions, This paper analyzes and understands the necessity of the transformation of government functions in the development of sports industry, second, based on the previous research results, according to the transformation of government functions in promoting the development of sports industry, Combined with the Wuhan City "Jiangcheng fitness e home" management and operation model, as well as Wuhan Tennis Open event operation and management model, This paper further clarifies some problems existing in the development of the sports industry and the causes of the government functions. On the basis of this, the author studies and explores the government behaviors suitable for the development of the sports industry in our country, based on the experience of the excellent governments at home and abroad. It can provide the theoretical basis for our government to formulate the development plan of the sports industry, help to perfect the government management system, standardize the government responsibility in the development of the sports industry; on the other hand, it can promote the sports industry to develop well and quickly. It is conducive to satisfying people's diversified sports needs, safeguarding and improving people's livelihood, expanding domestic demand, and increasing employment. At the same time, it can also promote the development of other related industries, promote the long-term and stable growth of our economy, and promote the national spirit. Strengthen national cohesion and cultural competitiveness.
