我国体育公共财政支出区域差距与收敛性研究

【摘要】:随着人民群众日益增加的体育需求,丰富体育产品和体育公共服务变得迫切。2014年国务院发布《关于加快发展体育产业促进体育消费的若干意见》指出要大力发展体育事业和体育产业,到2025年实现体育公共服务基本覆盖全民。然而,我国体育事业发展面临着体育公共资源分布不均,其不均衡的背后是地区之间体育公共财政支出存在着较大的差异,这种差异产生的差距长期存在势必会影响到体育事业的健康发展。本文将对我国体育公共财政支出的区域差距问题进行测度和分析,这对于制定缩小我国体育公共财政支出区域差距的政策,实现体育公共服务均等化具有重要的现实意义。本文以2007—2013年我国31个省、自治区、直辖市的体育公共财政支出为研究对象,采用文献资料法、数理统计法、逻辑推理法等研究方法,对我国各省市以及东、中、西和东北地区四大区域的体育公共财政支出现状进行分析,并对区域间差距和收敛性进行分析,得出如下结论:第一,国家层面上,全国体育公共财政支出和人均体育公共财政支出呈上升趋势,增长速度国家体育公共财政支出略大于人均体育公共财政支出。区域层面上,东、中、西和东北地区四大区域体育公共财政支出呈上升趋势。省均和人均体育公共财政支出增长速度上,西部地区最快,东北地区次之,中部地区第三,东部地区最慢。省际层面上,我国各省的人均体育公共财政支出均呈现上升趋势,历年北京市人均体育公共财政支出最高,最低则主要分布在河南。第二,我国体育公共财政支出总体差距主要来源于区域间差距。在绝对差距上我国人均体育公共财政支出不断扩大。相对差距上,主要采用区位基尼系数指标表示我国区域体育公共财政支出的差距,区位基尼系数呈现下降趋势,我国人均体育公共财政支出的区域差距在缩小。第三,在收敛性分析中,我国不同区域体育公共财政支出收敛性存在着差异。全国人均体育公共财政支出和东地区人均体育公共财政支出存在着σ-收敛和β绝对收敛。在上述的分析基础上,本文提出的建议是:提高我国体育公共财政支出的规模和质量,精准援助落后地区;加大我国各省市区域间的财政转移支付,促进区域体育事业协调发展;充分创造条件实现我国体育公共财政支出收敛。
[Abstract]:With the increasing demand of the people for sports, It is urgent to enrich sports products and public sports services. In 2014, the State Council issued "some opinions on speeding up the Development of Sports Industry and promoting Sports consumption" and pointed out that we should vigorously develop sports undertakings and sports industries. By 2025, the sports public service will basically cover the whole people. However, the development of sports in our country is faced with the uneven distribution of sports public resources, which lies behind the disparity between regions in the public expenditure of sports. The long existence of the gap will inevitably affect the healthy development of sports. This paper will measure and analyze the regional gap of the public expenditure of sports in China. This is of great practical significance for making a policy to narrow the regional gap in sports public expenditure and realizing the equalization of sports public services. This paper takes 31 provinces and autonomous regions in China from 2007 to 2013. The public expenditure of sports in municipalities directly under the Central Government is studied by the methods of literature, mathematical statistics, logical reasoning, and so on, to the provinces and cities of our country, as well as to the east and the middle. This paper analyzes the current situation of sports public finance expenditure in the four regions of the West and Northeast China, and analyzes the gap and convergence between regions. The conclusions are as follows: first, at the national level, The national sports public finance expenditure and the per capita sports public finance expenditure show an upward trend, the growth rate of the national sports public finance expenditure is slightly larger than the per capita sports public finance expenditure. The four major regions of the West and the Northeast show an upward trend in the expenditure on sports public finance. In terms of the average and per capita growth rate of the expenditure on sports public finance, the western region is the fastest, the northeast region the second, the central region the third and the eastern region the slowest. At the provincial level, The per capita public expenditure on sports in every province of China is on the rise. The per capita public expenditure on sports in Beijing is the highest and the lowest is mainly in Henan Province. Second, The overall gap of our country's sports public finance expenditure mainly comes from the interregional gap. In absolute gap, the per capita public expenditure on sports in our country is constantly expanding. The regional Gini coefficient index is mainly used to indicate the gap of regional sports public finance expenditure in our country. The location Gini coefficient shows a downward trend, and the regional gap of per capita sports public finance expenditure in China is narrowing. Thirdly, in the convergence analysis, There are differences in the convergence of public expenditure on sports in different regions of China. There are 蟽 -convergence and 尾 absolute convergence in per capita public expenditure on sports in China and in East China. The suggestions in this paper are as follows: to improve the scale and quality of public expenditure on sports in China, to accurately assist the backward areas, to increase the financial transfer payment among provinces and cities in China, and to promote the coordinated development of regional sports; Fully create the conditions to achieve the convergence of public expenditure on sports in China.
