新时期山东省体育文化产业创新发展研究

【摘要】:2014年10月,国务院颁布了《关于加快发展体育产业促进体育消费的若干意见》(国发[2014]46号),体育产业迎来了一个新的发展契机。2015年8月,山东省人民政府颁布了《关于贯彻国发[2014]46号文件加快发展体育产业促进体育消费的实施意见》,预示着山东省体育产业进入了一个新的历史时期。体育文化产业是体育产业的重要组成部分,它的发展对山东省体育产业目标的实现有重要作用。因此研究山东省体育文化产业创新发展这一问题具有重要的理论意义和实践价值。创新是引领发展的第一动力,抓住了创新就是抓住了牵动经济社会发展全局的“牛鼻子”。目前,体育文化产业的研究主要集中于产业具体门类、功能、地位、发展定位,并取得了显著成果,但在新时期背景下对体育文化产业的创新发展对策、机制、理念的研究还存在不足。对山东省体育文化产业研究而言,当前的研究主要集中于海洋体育文化、民俗体育文化等,并取得了显著的研究成果,但在整体的体育文化产业和其创新研究方面存在不足,尤其是对体育文化产业的创新要素、创新过程、体制创新的研究还不够。因此,本文通过文献资料法、问卷调查法、访谈法、实地考察法和数理统计等研究方法,对山东省体育文化产业的发展演进、现状、存在的问题、影响因素、创新发展的基本要求、创新发展的对策进行研究,以期促进山东省体育文化产业持续、快速、健康发展。通过本研究,得出以下结论:(1)山东省体育文化产业的发展经历了一个“孕育——萌芽——成长”过程,其产业规模一般,结构不均衡。(2)山东省没有专门的体育文化产业政府管理机构,只有部分的兼职机构;山东省体育文化产业基地较多,产业带初步形成,但其产业布局合理程度和产业队伍健全程度均一般。(3)山东省体育文化产品供给还不能满足市场需求,市场消费困境为产品质量差和产品短缺;山东省体育文化产业监管机制不够高效规范,市场主体的诚信自律程度较差。(4)当前山东省体育文化产业存在的主要问题为:管理中存在缺位、错位和越位的现象;“体育+文化”互通升级不够;产业发展模式僵硬、辐射效应较弱等。(5)目前影响山东省体育文化产业发展的主要因素为:管理因素(贡献率为22.145%)、产业环境(贡献率为19.806%)、产业市场(贡献率为18.966%)、产业基础(贡献率为16.082%)。(6)新时期对山东省体育文化产业的发展提出了更高的要求,其发展应符合产业创新的基本要求、新时期国家对创新的基本要求、新时期对山东省体育文化产业创新发展的基本要求。(7)新时期山东省体育文化产业创新发展应优化产业结构和环境,即统筹兼顾,优势产业与弱势产业协同发展、防止“帽子”产业集群、整合体育文化产业内容、颁发适应性政策法规文件;应搞活体育市场,即发挥市场的决定性作用、增加市场主体以促进供给与需求双侧改革。(8)新时期山东省体育文化产业创新发展应规划产业布局,即打造“一区一圈一带”产业布局、优先发展特色性体育文化产业市区;应建立人才培养机制,即形成“政府——学校——市场”的培养模式、大力培养体育经纪人;应夯实产业基础,即加大基础设施建设、保护与传承体育文化资源。(9)新时期山东省体育文化产业创新发展应调整产业机构,即增设专门的产业机构、协调现行管理机构职能、充分发挥民间力量;应调控产业供求关系,即考察市场准确定位、促进体育文化产业供给侧改革、把发展渠道放在首位、把产业内容做大做强。
[Abstract]:In October 2014, the State Council issued a number of opinions on speeding up the development of sports industry and promoting sports consumption ([2014]46). The sports industry ushered in a new opportunity for development in August. The people's Government of Shandong promulgated the implementation opinion on the implementation of document [2014]46 and the rapid development of sports industry to promote sports consumption in August. The sports industry in Shandong has entered a new historical period. The sports culture industry is an important part of the sports industry. Its development has an important role in the realization of the target of the sports industry in Shandong province. Therefore, it has important theoretical and practical value to study the problem of the innovation and development of sports culture industry in Shandong province. It is the first driving force to lead the development and grasped the innovation that grasped the "cattle nose" which has led to the development of the economic and social development. At present, the research of the sports culture industry mainly concentrates on the specific categories, functions, status and development orientation of the sports culture industry, and has made remarkable achievements, but the Countermeasures for the innovation and development of the sports culture industry in the new period, In the study of sports culture industry in Shandong Province, the current research mainly focuses on Yu Haiyang sports culture, folk sports culture and so on, and has made significant research results. But there are some shortcomings in the whole sports culture industry and its innovation research, especially the innovation of sports culture industry. In this paper, the development of the sports culture industry in Shandong Province, the current situation, the existing problems, the basic requirements of the influence factors, the basic requirements of the innovation and development, the Countermeasures of the innovation and development are studied. In order to promote the sports culture industry in Shandong province to continue, fast and healthy development. Through this study, the following conclusions are drawn: (1) the development of sports culture industry in Shandong province has experienced a "gestation - bud - growth" process, its industrial scale is general and the structure is not balanced. (2) there is no special administrative organization for sports culture industry in Shandong province. Only part of the part of the part-time organization; Shandong sports cultural industry base is more, the industrial belt is initially formed, but its industrial layout and the industrial team is normal. (3) the supply of sports culture products in Shandong province can not meet the market demand, the market consumption dilemma is the product quality poor and product shortage; the sports culture production in Shandong Province The supervision mechanism of the industry is not efficient and standard, and the degree of self-discipline of the market subject is poor. (4) the main problems of the sports culture industry in Shandong province are: lack of position, dislocation and offside in the management; the upgrading of "sports + culture" is not enough; the model of industrial development is rigid, and the radiation effect is weak. (5) the current influence on Physical Education in Shandong Province The main factors of the development of cultural industry are: management factors (contribution rate of 22.145%), industrial environment (contribution rate of 19.806%), industrial market (contribution rate of 18.966%), industrial base (contribution rate of 16.082%). (6) the new period has raised higher requirements for the development of sports culture industry in Shandong Province, and its development should meet the basic requirements of industrial innovation. The basic requirements of national innovation and the basic requirements for the innovation and development of sports culture industry in Shandong province in the new period. (7) in the new period, the innovation and development of sports culture industry in Shandong province should optimize the industrial structure and environment, that is, the coordinated development of the dominant industry and the disadvantaged industry, the prevention of the "hat" industrial cluster and the integration of the sports culture industry. The content, the issuance of adaptive policies and regulations documents; should invigorate the sports market, play the decisive role of the market, increase the market main body to promote both supply and demand bilateral reform. (8) the innovation and development of sports culture industry in Shandong Province in the new period should plan the industrial layout, that is to build the industrial layout of "one district and one circle", and give priority to the development of the characteristic sports The city of cultural industry should establish a talent training mechanism, that is to form the training mode of "government - School - market", to train sports brokers, to consolidate the industrial foundation, that is, to strengthen the construction of infrastructure, to protect and inherit the sports cultural resources. (9) the innovation and development of sports culture industry in the new period should be adjusted by the industrial institutions, that is to say, the increase of the sports culture industry in the new period should be increased. We should set up special industrial institutions, coordinate the functions of current management institutions and give full play to the power of the folk. We should regulate the relationship between the supply and demand of the industry, that is to investigate the accurate positioning of the market, promote the reform of the supply side of the sports culture industry, put the development channel first, and make the industrial content bigger and stronger.
