广东省滨海体育与滨海旅游产业融合发展的政策研究

【摘要】：近年来,海洋开发越来越受到重视,政府提出“建设海洋强国”发展战略,积极加快海洋产业的发展。滨海体育产业与滨海旅游产业属于海洋产业中的滨海休闲业,它们都是以健康、休闲等为目的的公众活动,是公共事务的重要部分,两者的融合发展已成为社会发展的必然趋势,国家、部门制定相关政策,对于促进滨海体育和滨海旅游融合发展意义重大。本文采用了案例分析法、文献分析法、实地调研法等,研究了我国滨海体育与滨海旅游产业融合发展的相关政策,同时结合一些地区对于促进滨海体育和滨海旅游产业融合政策的案例进行探讨,并通过比较其他发达国家的政策经验,提出制定广东省滨海体育与滨海旅游产业融合发展的政策的思路和措施,以科学合理的制定相关政策。本文有利于解决滨海体育与滨海旅游产业融合发展中出现的问题,能帮助广东省制定促进滨海体育旅游业良性循环发展的政策措施,加快海洋产业发展方式转变,加快我国海洋强国战略的实施。主要研究内容如下:第一部分:绪论。主要论述论文的研究背景与意义、国内外相关政策的研究现状、研究的内容框架、所使用的研究方法以及简要说明本文的创新之处。第二部分:相关概念与理论。阐明本研究的理论基础,根据已有的研究对滨海体育与滨海旅游产业、产业融合理论、政府干预理论的相关概念和发展现状进行梳理和总结。第三部分:广东省滨海体育与滨海旅游产业融合发展政策的现状。分别从广东省体育政策和旅游政策中涉及的滨海体育旅游融合政策以及广东省各地滨海体育与滨海旅游融合的案例来分析现有政策。第四部分:分析广东省滨海体育与滨海旅游产业融合发展中出现的问题。主要从四个方面来分析原因和问题,分别是:法律法规机制和政策规划、市场发育程度和产业门槛、行政管理体制和管理机构以及产生的环境破坏问题。第五部分:案例分析。分为国内其他滨海地区以及澳大利亚体育产业与旅游产业融合发展的主要经验措施两部分阐述,重在借鉴优秀经验。第六部分:为广东省滨海体育与滨海旅游产业融合发展的政策提出建议。主要包括健全法律法规制度体系,制定科学完善的标准体系,健全行政管理体制,制定规范高效的监管机制,保护滨海体育旅游资源环境等措施。第七部分:得出结论。
[Abstract]:In recent years, more and more attention has been paid to marine development. The government has put forward the development strategy of "building a powerful marine country" to speed up the development of marine industry. The coastal sports industry and the coastal tourism industry belong to the coastal leisure industry in the marine industry. They are all public activities aimed at health and leisure, and they are an important part of public affairs. The integration and development of the two has become an inevitable trend of social development. It is of great significance for countries and departments to formulate relevant policies to promote the integration of coastal sports and coastal tourism. This paper adopts case analysis, literature analysis, field investigation and so on, to study the policies related to the integration and development of coastal sports and coastal tourism industry in China. At the same time, combining with some cases of promoting coastal sports and coastal tourism industry integration policy in some regions, and by comparing the policy experience of other developed countries, This paper puts forward the thinking and measures to formulate the policy of the integration and development of the coastal sports and coastal tourism industry in Guangdong Province, so as to formulate the relevant policies scientifically and reasonably. This paper is helpful to solve the problems in the integration and development of coastal sports and coastal tourism industry, to help Guangdong Province formulate policies and measures to promote the development of coastal sports tourism in a virtuous circle, and to accelerate the transformation of the mode of development of marine industry. We will speed up the implementation of the strategy of China's maritime power. The main research contents are as follows: the first part: introduction. This paper mainly discusses the research background and significance of the paper, the current situation of domestic and foreign related policies, the framework of the research content, the research methods used, and briefly explains the innovation of this paper. The second part: related concepts and theories. This paper expounds the theoretical basis of this study, according to the existing research on coastal sports and coastal tourism industry, industry convergence theory, government intervention theory and related concepts and development status. The third part: the present situation of Guangdong Binhai Sports and Binhai Tourism Industry. The existing policies are analyzed from the aspects of sports policy and tourism policy in Guangdong province and the case of coastal sports and coastal tourism in Guangdong province. Part four: analyze the problems in the development of Binhai Sports and Coastal Tourism Industry in Guangdong Province. The main reasons and problems are analyzed from four aspects: the mechanism and policy planning of laws and regulations, the degree of market development and the threshold of industry, the administrative system and management organization, and the problems of environmental damage. Part V: case study. Divided into other coastal areas and Australia sports industry and tourism industry development of the main experience measures two parts elaborated, the emphasis on learning from excellent experience. The sixth part: put forward suggestions for the policy of Guangdong Binhai Sports and Binhai Tourism Industry. It mainly includes perfecting the system of laws and regulations, establishing a scientific and perfect standard system, perfecting the administrative management system, establishing a standardized and efficient supervision mechanism, protecting the coastal sports tourism resources and environment, and so on. Part VII: draw conclusions.
