长春市高校体育场馆管理存在问题及解决对策研究

【摘要】:本研究以文献资料法、调查法、数理统计法为基础,对长春市16所本科高校的体育场馆管理现状进行了实地调查,从管理人员情况、制度建设情况、管理方式及对外开放管理四方面进行了现状分析,提炼管理方面存在的突出问题,并提出了可供长春市高校体育场馆管理借鉴的对策。研究认为: (1)在体育场馆管理人员方面,管理者学历结构不合理,研究生学历比例偏低,中专及以下学历比例偏大;场馆管理相关专业匮乏,管理类专业仅占4.2%,体育类专业占比最高,其他专业次之;职称结构不合理,,高级职称比例偏低,初级职称及无职称比例较大;管理者年龄结构不合理,40岁以上比重偏大,30岁以下比重偏低;场馆管理者工作积极性不理想。总体现状表明,管理人员队伍建设有待进一步加强。 (2)在体育场馆管理制度方面,长春市高校体育场馆管理制度种类比较多,但是制度内容上缺乏规范性,不细致,并且缺乏监管制度。制度落实效果不理想,好的比例仅占18.9%,主要原因之一是场馆管理者缺乏市场竞争压力,执行制度缺乏责任感、热情。此外,学校对体育场馆管理制度建设不重视,资金投入不足是造成制度不规范,执行力不足的主要原因。 (3)在体育场馆管理方式方面,长春市高校体育场馆管理的方式主要包括体育部门管理、后勤部门管理、承包管理、租赁管理四种形式,其中体育部门管理与后勤部门管理所占比重高于其他两种;四种管理方式在管理体质、服务对象以及经营目的方面各有突出;场馆对外开放程度有显著提升,其中有偿开放比例达到68.8%。但伴随对外开放的不断深入,在一定程度上造成了师生使用场地与校外群体使用场地的相互挤压的矛盾,也造成了场馆管理维护压力的提高。 (4)提高长春市高校体育场馆管理的对策:一是更新体育场馆管理理念,突破问题局限思维,以创新带动管理发展;二是拓宽资金来源,加强高校体育场馆建设,建立高校间场馆共享机制;三是加强管理与培训,提高体育场馆管理人员素质;四是完善高校体育场馆管理制度,加强制度执行力;五是制定体育场馆差异化对外开放管理制度;六是适当引入高校体育场馆物业管理服务模式。
[Abstract]:Based on the methods of literature, investigation and mathematical statistics, the present situation of gymnasiums and gymnasiums management in 16 colleges and universities in Changchun is investigated in this paper. This paper analyzes the present situation of the four aspects of management mode and opening to the outside world, abstracts the outstanding problems in management, and puts forward some countermeasures for reference to the management of the gymnasiums and gymnasiums in colleges and universities in Changchun. The results show that: 1) in the management of stadiums and gymnasiums, the educational structure of managers is unreasonable, the proportion of graduate degrees is low, and the proportion of academic qualifications in technical secondary schools and below is on the high side. The proportion of management specialty is 4.2, sports specialty is the highest, other major is the second, the structure of professional title is unreasonable, the proportion of senior professional title is low, the proportion of primary title and no title is larger. The age structure of the managers is unreasonable and the proportion over 40 years old is too large and the proportion under 30 years old is on the low side, and the enthusiasm of stadium managers is not ideal. The overall situation shows that the construction of administrative staff needs to be further strengthened. (2) in terms of the management system of gymnasiums and gymnasiums in Changchun, there are many kinds of management systems in colleges and universities, but the contents of the system are not standardized and detailed. And the lack of a regulatory system. One of the main reasons is the lack of market competition pressure, the lack of responsibility and enthusiasm in the implementation of the system. In addition, schools do not attach importance to the construction of stadiums and gymnasiums management system, and the lack of capital investment is the main reason for the lack of regulation and implementation of the system. 3) in terms of the management of stadiums and gymnasiums, The management of sports venues in colleges and universities in Changchun mainly includes sports department management, logistics department management, contract management and lease management, in which the proportion of sports department management and logistics department management is higher than the other two. The four management methods are outstanding in the aspects of management constitution, service object and management purpose; the opening degree of gymnasiums and gymnasiums has been greatly improved, among which the proportion of paid opening has reached 68.8%. However, with the deepening of the opening to the outside world, to a certain extent, the contradiction between the use of the site by teachers and students and the use of the site by the community outside the school has been squeezed. It also causes the improvement of the pressure of the stadiums and gymnasiums management. The second is to broaden the sources of funds, to strengthen the construction of university sports venues and stadiums, to establish a sharing mechanism between colleges and universities; third, to strengthen management and training to improve the quality of stadiums and gymnasiums management personnel; fourth, to improve the management system of university stadiums and gymnasiums. Strengthen the execution of the system; fifthly, formulate the management system of the differentiated opening to the outside world; sixthly, appropriately introduce the service mode of property management in university stadiums and gymnasiums.
