全国性行业体育协会发展现状与对策研究
[Abstract]:After nearly 40 years of reform and opening up, with the deep development of the market economy, the society has been undergoing a deep transformation. From the report of the 18th National Congress of the Party, it was proposed that "a modern social organization system with clear powers and responsibilities and autonomy in accordance with the law" should be formed as soon as possible. The third Plenary session of the 18th CPC Central Committee sounded the trumpet to stimulate the vitality of social organizations. In July 2015, the General Office of the CPC Central Committee, The General Office of the State Council issued the "General Plan for the decoupling of the Chamber of Commerce of Trade Associations from the Administrative organs", which provided a sufficient basis for the reform and development of trade sports associations. Based on the methods of literature, field interview, questionnaire survey, mathematical statistics, logic analysis, and so on, this paper focuses on the basic information and internal governance of the national sports associations from the point of view of the present situation of the development of the national sports associations. Activities and services, decoupling and other four aspects of analysis and conclusions. The main conclusions are as follows: (1) the great difference in the governance model of national trade associations is not the initiative of the trade organizations themselves, and the State Council implements institutional reform. The direct cause of the difference is the removal or transformation of the competent department of the industry. (2) there are 13 national sports associations in the trade that create "one line, one product" sports activities for workers and staff. Accounting for 72.22% of the total, but the development of characteristic events or special projects covered. (3) the corporate governance structure of most national trade associations is not perfect, and the governance mechanism needs to be improved. There is generally a general meeting or a general meeting of members, a council, a secretariat, and a vacancy on its supervisory board, which has not yet formed a clear mandate and responsibility for the operation, and a coordinated operation. The mechanism of checks and balances. (4) nearly half of national sports associations face legal risks without registration, and lack of qualifications to undertake government purchase of services. (5) the most important factor affecting the decoupling of trade sports associations is the lack of their own viability. Secondly, the relevant supporting policies are not perfect, and the least influential factor is the unwillingness of affiliated units to decouple. (6) National sports associations generally fail to establish party organizations, the main reason being that there are less than three full time party members. Do not have the conditions for the formation of party organizations; secondly, the leaders of associations ignore the importance of establishing party organizations. On this basis, this paper puts forward the following suggestions: (1) steadily pushing forward the separation of government and society, constructing a modern social organization system, (2) increasing policy support, cultivating and promoting the development of sports associations. (3) through evaluation and commendation, (4) classified guidance, gradually realizing the coverage of the party organizations of sports associations, (5) perfecting the internal governance structure, perfecting the governance mechanism of legal persons, (6) advancing the decoupling work steadily, (7) continue to consolidate the leading role in staff sports, create more brand events, (8) actively promote the industry members, enterprises, social services, assume more social responsibility. (9) improve the level of market-oriented operation, Expand funding channels.
