广东地区普通本科高校执行《高等学校体育工作基本标准》的研究

【摘要】:高校体育工作作为高等教育的重要组成部分,在培养德、智、体、美全面发展人才过程中有着十分重要的地位。然而,近一个时期以来,高校体育工作出现滑坡,大学生体质健康问题一直没有得到很好的解决,已经引起国家管理层和学术界的高度重视。教育部在2014年6月印发了《高等学校体育工作基本标准》的通知(以下简称《基本标准》)。其作为指导和规范高校体育工作新的基本规章,为高校体育工作的健康发展奠定了政策保障。本研究运用文献资料法、调查法和数理统计法等研究方法对广东地区19所公办普通本科高校执行《基本标准》的情况展开了全面调查,从《基本标准》中设置的五个一级指标进行分析探讨,结论如下:1高校体育工作规划与发展的执行情况:(1)各学校的学校体育工作规划情况总体情况还是不错的,基本按照相关规定执行(2)学校每年召开体育工作专题会的情况为;近乎半数的高校未按规定执行。(3)所有高校都按要求将体育纳入了学校发展总体安排。(4)有体育专业设置的高校大都将其归在体育专业院系下属的教学部门,极大削弱了大学体育工作的管理职能。2高校在体育课程设置与实施的执行情况:将《全国普通高等学校体育课程教学指导纲要》作为体育课程教学标准情况为仅有1所高校未按规定执行,达到规定对一、二年级体育课程总学时为144学时的要求的很少。达到上课人数情况为每班30人以下的很少,对其它高年级开展体育选修课规定的执行最差,极个别学校开展,各高校对研究生均未开设体育课。体育科研团队建设的情况为31.58%建立了科研教研团队。3课外体育活动与竞赛情况为:将课外体育活动纳入学校教学计划的情况和学生每天课外体育活动时间的保障很少达到要求。各高校均按规定每年组织学生举行学校运动会或者体育文化节,但实际参与人数均为达到相关规定。各高校学校体育社团情况也未达到要求。校园足球建设情况为足球教师的数量整体偏少。4学生体质测试执行情况:各高校均按规定对先关相关学生进行体质测试,均建立了专门的体质测试中心且配备了专人负责。63.16%的学校未按规定将学生体质测试成绩及时向学生反馈。大多高校将体质测试成绩列入了学生档案,对毕业时学生体质测试成绩未达到50分的处理情况有近一半未按规定严格执行。5高校基础能力建设与保障情况:(1)体育师资情况为教师的职称多数集中在副教授与讲师,其中有体育专业的高校优于没有体育专业的院校。体育教师数量配备明显不足,各高校对参与体育课教学的教师工作量计算基本达到要求,课外体育活动指导纳入教师工作量的情况不乐观。课余带队训练的教师虽大多都按规定对其工作量作了一定补贴,但整体补贴较少。(2)各高校体育场地生均情况已经不能达到相关规定,有高水平运动队的高校,大多数的项目训练场地都是与学校教学用地共享的。课余时间仅有少数高校对学生免费开放。6指标设置和执行中可能存在的问题:缺少大学体课男女分班方面的相关规定,班容量不超过30人的规定达到要求的很少,学校负责体育工作的部门多数未按规定执行,《基本标准》中缺乏明确的对“学校体育运动委员会”的相关规定,“参与运动会的学生达到50%以上”指标的设计存在缺陷。对场地器材的规定达到要求的很少。
[Abstract]:As an important part of higher education, college physical education plays a very important role in the process of cultivating talents with all-round development of morality, intelligence, physique and beauty. In June, 2014, the Ministry of Education issued a notice entitled "Basic Standards for Physical Education Work in Colleges and Universities" (hereinafter referred to as "Basic Standards"). Methodologies and other research methods were used to conduct a comprehensive investigation on the implementation of the Basic Standards in 19 public undergraduate colleges and universities in Guangdong Province. Five first-class indicators set up in the Basic Standards were analyzed and discussed. The conclusions are as follows: 1. The implementation of the planning and development of physical education in Colleges and universities: (1) The overall situation of school physical education planning in all schools Still good, basically in accordance with the relevant provisions of the implementation of (2) the school held a special session on sports work for nearly half of the colleges and universities did not comply with the provisions. (3) All colleges and universities are required to incorporate sports into the overall arrangement of school development. (4) Sports majors set up in the majority of Colleges and universities will be placed under the Department of Physical Education Department. 2. The implementation of physical education curriculum in Colleges and universities: Only one university did not carry out the P.E. curriculum as stipulated in the National P.E. Curriculum Teaching Guidelines for Colleges and Universities, and the total class hours of P.E. curriculum in Grade 1 and grade 2 were 144. The number of students in each class is less than 30, and the implementation of sports elective courses for other senior grades is the worst. Very few schools carry out sports elective courses, and all colleges and universities do not offer sports classes for graduate students. The construction of sports research team has established 31.58% of the research team. 3. Extracurricular sports activities and competitions. The competition situation is as follows: the extra-curricular sports activities are included in the school teaching plan and the guarantee of the students'extra-curricular sports activities time is seldom met the requirements. The construction of campus football is that the number of football teachers is on the low side as a whole. 4 The implementation of student physique test: All colleges and universities have set up special physique test centers and equipped with special personnel to take charge. 63.16% of the schools fail to timely test the students'physique according to the regulations. Most colleges and universities put the results of physical fitness test into the students'files, nearly half of the students did not achieve 50 points on the graduation of physical fitness test results were not strictly implemented according to the provisions. 5 College basic capacity building and security situation: (1) Physical education teachers for the majority of teachers in the associate professor and lecturer titles, including sports The number of physical education teachers is obviously insufficient, the workload of teachers participating in physical education teaching in Colleges and universities basically meets the requirements, and the situation that the guidance of extracurricular sports activities is included in the workload of teachers is not optimistic. Set subsidies, but the overall subsidy is less. (2) The situation of college sports venues students have been unable to meet the relevant provisions, there are high-level sports teams in Colleges and universities, most of the training venues are shared with the school teaching land. There are few regulations concerning the division of classes for men and women in physical education classes in fewer universities. The classes with a capacity of no more than 30 students meet the requirements. Most departments responsible for physical education in schools fail to comply with the regulations. There is no clear stipulation on the "School Sports Committee" in the "Basic Standards". The target of "students participating in sports meets more than 50 percent" is set. The design is flawed. There are very few requirements for site equipment.
