北京体育大学科研发展的历史演进研究

【摘要】:随“科技兴体”战略提出,科技对体育事业发展的影响不断加深,体育领域对科技的重视程度也日益提高。作为中国最高体育学府的北京体育大学,在体育科学研究领域占据着举足轻重的地位,对反映高校乃至国家体育科研发展有典型作用。学校从建校至今亲历了中国体育科研发展,对其科研发展历程的研究,不仅是纪实存史,而且可为分析体育科研发展和推进学校科研工作提供借鉴与参考。本文运用文献资料法、历史分析法和访谈法,以时间为轴梳理北京体育大学科研发展历程,将其置于中国体育发展和体育科技变迁的背景下进行考量,从科研资源、科研能力和科研绩效三个维度予以归纳,探究其发展动力、主要特征、成绩与贡献和不足之处,并在此基础上窥探中国体育科研发展,提出未来发展建议。依据各个时代不同的国家科技政策和体育发展水平,结合北京体育大学建设发展的历史时段特征,北京体育大学的科研事业可划分为五个发展阶段:基础薄弱、在摸索中起步的初创与探索阶段(1953-1965年);“文革”下陷入的困难与停滞阶段(1966-1976年);拨乱反正、初探改革的调整与发展阶段(1977-1992年);扩大联合、锐意进取的改革与精进阶段(1993-2000年);乘势而上、面向实践、取得突破成绩的开拓与创新阶段(2000-2015年)。北京体育大学的科研发展总体上呈现出由缓慢上升至平台停滞而后迎来快速攀升的特征,其发展由内外动力共同驱动,既得益于体育事业繁荣、国家利好的科技政策和上级领导的关怀,又源于学校办学目标指引、领导层面重视、管理部门真抓实干、各部门协作和师生共同努力,因而,取得了显著成绩:科研资源丰富,人才力量充实,科研管理专业规范、课题来源广泛,外源性经费屡创新高,科研产出量多质优,成果丰硕,为国家体育事业发展提供科技支撑方面做出积极贡献。但同时,也存在研究内容分布不均衡,学风浮躁,功利导向明显,热点问题跟尽快,基础理论、实用性不强的领域往往未得到应有的重视,科研成果转化率有限、认识存在局限,跨学科跨领域的综合研究组织存在困难等问题。在建设世界一流体育大学的目标激励下,学校应充分发挥优势,继续加强科研管理与人才培养;促进科研成果转化;加强联系合作与学术交流,组织跨学科综合研究,推进体育科技协同创新发展;坚持不同研究领域齐发展,打造中国体育智库,争取为中国体育科研事业腾飞持续贡献力量。
[Abstract]:With the development of science and technology, the influence of science and technology on the development of sports has been deepened, and the importance of science and technology in sports field has been increased day by day. As the highest physical education institution in China, Beijing University of physical Education occupies a pivotal position in the field of sports science research, and has a typical role in reflecting the development of sports scientific research in colleges and universities and even in the country. The school has experienced the development of sports scientific research in China since its establishment. The research on the course of its scientific research development is not only a historical record, but also a reference for the analysis of the development of sports scientific research and the promotion of school scientific research work. By using the methods of literature, history analysis and interview, this paper combs the course of scientific research development of Beijing University of physical Education on the axis of time, and puts it under the background of the development of Chinese sports and the changes of sports science and technology, from the perspective of scientific research resources. The three dimensions of scientific research ability and scientific research performance are summarized to explore its development motivation, main characteristics, achievements and contributions and deficiencies, and on this basis to explore the development of sports research in China, and put forward suggestions for future development. According to the different national scientific and technological policies and the level of sports development in different times and the historical characteristics of the construction and development of Beijing physical Education University, the scientific research of Beijing physical Education University can be divided into five stages: weak foundation. The initial and exploratory stages of exploration (1953-1965); the difficulties and stagnation in the "Cultural Revolution" (1966-1976); the adjustment and development stage of the initial reform (1977-1992); and the expansion of the alliance. The stage of enterprising reform and improvement (1993-2000); the stage of pioneering and innovating to achieve breakthrough achievements (2000-2015). The scientific research development of Beijing physical Education University has the characteristics of rising from slow rise to platform stagnation and then rising rapidly. Its development is driven by both internal and external power, and it has benefited from the prosperity of sports cause. The favorable science and technology policy of the country and the concern of the superior leaders also come from the guidance of the school running goal, the attention of the leadership level, the actual work of the management department, the cooperation of all the departments and the joint efforts of the teachers and students. Thus, remarkable achievements have been made: abundant scientific research resources, The talent strength is abundant, the scientific research management profession standard, the topic source is widespread, the exogenous funds repeatedly sets the record, the scientific research output quantity is many and the quality is excellent, the achievement is abundant, provides the science and technology support aspect to the national sports enterprise development to make the positive contribution. But at the same time, there are also areas where the content of the research is uneven, the style of study is impetuous, the utilitarian orientation is obvious, the hot issues are followed as soon as possible, the basic theory, and the practicability are not always given due attention, and the conversion rate of scientific research results is limited. There are limitations in understanding and difficulties in cross-disciplinary and multi-disciplinary research organizations. Encouraged by the goal of building a world-class physical education university, the school should give full play to its advantages, continue to strengthen scientific research management and personnel training, promote the transformation of scientific research achievements, strengthen contacts, cooperation and academic exchanges, and organize interdisciplinary and comprehensive research. To promote the cooperative and innovative development of sports science and technology, to persist in the joint development of different research fields, to build a Chinese sports think tank, and to strive for a sustained contribution to the rapid development of Chinese sports scientific research.
