地方教育行政职能现状的实证研究

【摘要】:在我国教育管理体制中,县级教育行政组织是关键一环,县级教育行政职能的转变直接影响到教育管理体制改革的成效。基于对浙江省T区教育局的文件编码与分析结果,以及对浙江省、江苏省和贵州省的部分县级教育行政组织的调查数据,通过对目前地方教育行政组织的职能范围、职能方式、职能机构和职能效果评价现状的分析表明,县级教育行政组织存在着如下问题:职能范围繁杂、聚焦不足;职能方式偏重于强制性手段,且形式较为单一;职能机构条线过多且交叉,对学校干扰较大;职能效果遭到忽视,导致"做得怎样"无从得知。因此,县级教育行政组织应从动态调整职能范围、更新职能履行方式、精简和整合职能机构、强调对职能效果的评价等方面入手,加强自身职能建设。
[Abstract]:In the educational management system of our country, the county-level educational administrative organization is the key link, and the transformation of the county-level educational administrative function directly affects the effect of the educational management system reform. Based on the results of file coding and analysis of the educational bureau of T District of Zhejiang Province, and the investigation data of some county-level educational administrative organizations in Zhejiang Province, Jiangsu Province and Guizhou Province, the scope and mode of functions of the local educational administrative organizations at present are analyzed. The analysis of the present situation of function organization and function effect evaluation shows that the county-level educational administrative organization has the following problems: the function scope is complex, the focus is insufficient, the function mode is more emphasis on the compulsory means, and the form is relatively single; The function organization has too many lines and intersections, which interferes with the school greatly, and the function effect is ignored, which leads to "how to do it" is unknown. Therefore, the county-level educational administrative organizations should start with the dynamic adjustment of the scope of their functions, the renewal of the ways of performing their functions, the streamlining and integration of the functional institutions, and the emphasis on the evaluation of the effects of the functions, so as to strengthen the construction of their own functions.
