教育均衡发展的新思路:教育增长极

【摘要】:"如何同时解决促进教育公平与提高教育质量问题"已成为当今中国教育改革的关键问题之一。教育增长极理论试图就这一问题提出一个可能的解决方案——"有质量的动态公平"。作为抽象教育空间与具体地理空间的推进型教育单元,教育增长极通常会产生两种效应:一种是能够缩小教育差距的扩散效应,另一种则是会扩大教育差距的极化效应。有质量的动态教育公平要求,一方面要增强教育增长极的扩散效应,另一方面要减弱其极化效应。教育增长极的培育一方面要依靠以教育产业集群、市场竞争、政府干预和经济发展为主导的外在动力,另一方面要依靠以理论创新、制度创新和技术创新为主导的内在动力。
[Abstract]:How to solve the problem of promoting education equity and improving education quality at the same time has become one of the key problems in China's education reform. The educational growth pole theory attempts to put forward a possible solution to this problem-"quality dynamic equity". As a propulsive educational unit of abstract educational space and specific geographical space, educational growth poles usually produce two effects: one is the diffusion effect that can narrow the educational gap, the other is the polarization effect that can enlarge the educational gap. The quality of dynamic education equity requires, on the one hand, to enhance the diffusion effect of the educational growth pole, on the other hand, to weaken its polarization effect. On the one hand, the cultivation of the educational growth pole depends on the external motive force dominated by the educational industrial cluster, market competition, government intervention and economic development, on the other hand, it depends on the internal power which is dominated by theoretical innovation, institutional innovation and technological innovation.
