天津市塘沽区域教育政策个案研究

【摘要】:教育政策作为政府干预教育发展的重要手段,在现代社会中其对于教育发展的作用愈益重要。我国对于教育政策的研究虽然起步较晚,但是发展速度较快。在现有的教育政策研究中,对区县教育政策的研究较少、重视不够,与区县教育在国家教育发展中的作用和地位不相匹配。区县是我国行政区划中最基本的行政单位,区县是我国国民经济和社会发展最基本的独立系统。按照我国教育管理体制实行的“基础教育由地方负责、分级管理的原则”和义务教育“实行在国务院领导下,由地方政府负责、分级管理、以县为主”的体制,国家全部基础教育、大部分中等职业教育和小部分的高等职业教育的教育发展重任,就落在区县这一级行政区域。因此,国家宏观和省市中观教育政策的贯彻落实也就主要依靠区县。区县执行国家和省市教育政策的质量和水平,决定了国家和省市教育政策目标实现的质量和水平,也决定了国家和省市教育发展的质量和水平。 论文选取了一个具体的“区县”,即天津塘沽区。在塘沽区域教育政策中选取教师奖励补贴政策、学校布局调整政策、校车午餐政策三个典型案例,通过自己对塘沽这个区域教育发展十年(2000-2009年)中三个具体教育政策案例的参与和观察,努力展示三个政策从无到有、由浅入深,从不完善到完善的发展过程,尽力呈现区县这个层面教育政策的动态运行场景,竭力描绘出区域教育政策的真实活动画面。 本文运用质的研究方法,利用自己“内部人”的便利条件,运用掌握的大量、丰富的第一手资料和珍贵的现场感受,把这三个具体的区域教育政策放到整个塘沽大区域的背景下来分析、解读。文中分别通过对这三个政策的源起、发展、变化、结局等的“叙事”描述,反映三个政策制定实施过程中不同的矛盾运行规律。塘沽教师奖励补贴政策是在国家和上级教师政策指引下、区域“主动作为”的地方性政策,政策发展的过程中贯穿着政策不断调适、渐进发展的矛盾过程。塘沽学校布局调整政策是区域在执行上级政策过程中,如何结合自身实际超越自我,整个政策过程贯穿着“如何使区域教育效益最大化”的区域政策指导思想。塘沽校车午餐政策是塘沽经济社会实力增强以后,区域关注和解决教育民生的个性化政策过程,反映了一个区域教育政策各方利益博弈的真实过程。 论文从三个区域教育政策的个案研究中,认为区域教育政策具有相对独立性、关联性、自主性的本质特征。同时,还结合塘沽三个具体的政策案例对区域教育政策制定与实施过程中的渐进调适、利益最大化、部门利益博弈等矛盾运动规律进行深入的剖析。对教育行政部门领导、分管领导、政府一把手等政策关键人物在区域教育政策不同阶段的重要职能和作用进行展示、深描。最后从政策问题提出和确认、政策方案制定、政策执行与反馈调整等方面,全面总结了塘沽区域教育政策过程的成功运行经验,同时也分析指出了当前区域教育政策实践中需要进一步关注的主要问题。
[Abstract]:As an important means of government intervention education, education policy is more and more important in the modern society. The research of our country's education policy is very late, but the development speed is fast. In the present study of education policy, the study on the education policy of the district and county is less, the attention is not enough, and the role and position of the district and county education in the development of the national education do not match. The district county is the most basic administrative unit in the administrative division of our country, and the district county is the most basic independent system of the national economy and the social development of our country. According to the "The basic education is the principle of local responsibility and hierarchical management." of the "Under the leadership of the State Council, the local government is responsible and hierarchical management, and the county is the main" and the compulsory education in the educational management system of our country, the basic education of the whole country, most of the secondary vocational education and the education development of the small part of the higher vocational education have the important task, and it falls in the administrative region of the district and county level. Therefore, the implementation of the national macro-and provincial-and provincial-level education policy mainly depends on the district and county. The quality and level of the national and provincial education policies in the district and county have determined the quality and the level of the achievement of the national and provincial educational policy goals, and also decided the quality and the level of the education and development of the state and the provinces and cities. In this paper, a specific "district and county" is selected, that is, the Tianjin Tanggu In that area of the Tanggu regional education policy, the three typical case of the teacher award subsidy policy, the school layout adjustment policy and the school bus lunch policy are selected, and the participation and participation of the three specific education policy cases in the regional education and development decade (2000-2009) of Tanggu is adopted. Observe and try to show that the three policies are from the bottom to the bottom, from the shallow to the deep, never to the perfect development process, to try to present the dynamic operation scene of the education policy at this level in the district and county, and try to describe the real activity of the regional education policy On the background of the whole Tanggu large area, this paper uses a qualitative research method to make use of the convenient conditions of its own "internal person", to use the abundant and abundant first-hand information and the precious on-site experience, and to put the three specific regional education policies into the background of the whole Tanggu large area. Through the "narrative" of the source, development, change and ending of the three policies, this paper reflects the different spears in the implementation of the three policies. As a local policy of "local policy and policy development", the policy of regional initiative as" local policy and policy development under the guidance of the state and the higher-level teachers' policies, the policy of the regional initiative as the local policy and the policy development of Tanggu is the policy of the local government and the higher-level teachers, and the gradual development The policy of the adjustment of the layout of Tanggu School is the regional administration of the "How to maximize the benefits of regional education" in the process of implementing the higher-level policy and how to combine the actual over-the-the-self in the whole policy process. The school bus lunch policy of Tanggu school is the individual policy process of strengthening the economic and social strength of Tanggu, the regional attention and the solution to the people's livelihood, which reflects the interest game of all parties in the regional education policy. In the case study of three regional education policies, the paper holds that the regional education policy has the relative independence and relevance, At the same time, in combination with the three specific policy cases of Tanggu, the contradiction movement rules such as the gradual adjustment, the maximization of the interests, the game of the department and the like in the process of the development and implementation of the regional education policy are also combined. An in-depth analysis of the law is carried out. The important functions and functions of the key people, such as the leadership of the education administration, the leader of the branch, the government and the handle, are in different stages of the regional education policy. In this paper, the successful operation experience of the process of the education policy in Tanggu is summarized from the aspects of policy issue and confirmation, policy formulation, policy implementation and feedback adjustment. At the same time, it also points out that it is necessary to enter into the practice of regional education policy.
