【摘要】: 党的十六届四中全会首次提出了建设社会主义和谐社会这一重要概念。党的十七大报告,把“和谐社会”的构建全面融入,掀开了中国特色社会主义现代化建设发展的新篇章。在我国社会正处于急剧转型的过程中,发展的总目标是要发展出一个和谐社会。作为构建和谐社会的有机组成部分,构建和谐校园已经成为学校发展的主旋律。当然,发展要以和谐为基础,以和谐为条件。不和谐,难以发展。我国社会在转型的旋律中的确存在着许多不和谐的现象,作为社会的一部分,校园也存在不和谐的杂音。因此,消除校园中的不和谐,建立“和谐校园”不仅是学校管理者所关心的话题,也是全社会各共同关注的话题。 作为学校管理显性管理手段之一的学校规章制度,它具有明确的形式,其一经形成,便具有一种公认的力量,它不仅是学校教职员工及学生的日常行为的准则,而且是对其各种言行进行判断的标准。学校的和谐管理离不开科学规范的规章制度,而当前学校规章制度制定程序中存在着普遍的问题,诸如:制度不合法,程序不规范,内容不严谨,实施不规范,运用不灵活,监控反馈缺失等。这些问题的存在使得学校制定的规章制度很难发挥它的效能,不能体现为学校和谐管理服务的根本目的。 本研究以和谐管理作为分析问题的基本视野,通过对和谐管理相关文献综述的分析,得出笔者眼中的和谐管理框架体系。通过对园区某中学出台《教学事故认定及处理规定》这一学校管理规章制度的个案研究,结合和谐管理理论,分析该校《规定》制定程序中规范合理的步骤,指出程序中存在的缺点和需要补充改进的方面。在理论分析和实践研究的基础上构建出笔者心中科学规范的规章制度制定程序,为当前学校规章制度的制定提供有益的参考和借鉴。使规章制度能在民主和谐的氛围中有效实施,真正服务学校的和谐管理,促进和谐校园建设。
[Abstract]:The party's the fourth Plenary Session of the 16th CPC Central Committee first proposed the concept of building a socialist harmonious society. The report of the Seventeenth Party Congress, "constructing harmonious society" full integration, open a new chapter of the Chinese characteristics of the development of socialist modernization in our country. The society is in the process of transformation of the drama in an emergency, the aim of development is to develop in a harmonious society. As an integral part of constructing harmonious society, constructing harmonious campus has become the main theme of the development of the school. Of course, development should be based on harmony, with the condition of harmony. Harmony, development is difficult. In the transformation of our society in the melody there are many disharmonious phenomena, as part of a the society, the campus also exist discordant noise. Therefore, the elimination of disharmony in schools, the establishment of "harmonious campus" is not only a topic of interest to school administrators, but also is the whole Society A topic of common concern.
As the school rules is one of the notable methods of school management, it has clear form, its formation, it has a recognized power, it is not only the school staff and students' daily behavior standards, but also for their words and deeds standard. Harmonious school management cannot do without the scientific and standardized rules and regulations, and there is a common problem, the current school rules in the procedure such as: the system is not legitimate, procedures are not standardized, the content is not rigorous, the implementation is not standardized, use is not flexible, lack of monitoring and feedback. These problems make the school rules play its effectiveness is very difficult no objective reflects the harmonious management of school services.
The study on the harmonious management as the basic view of problem analysis, through the analysis of the harmonious management of the relevant literature, the author concluded in the eyes of the harmonious management system framework. Through the introduction of a "Middle School Park case study provisions on the school management system of teaching accident and treatment, combined with the theory of harmony management, reasonable standard of the school the provisions on the procedures for the formulation of < the steps in the analysis, pointed out the shortcomings of the program and the need for improvement. Based on the theoretical analysis and practical research on the construction of rules and regulations for the hearts of scientific and standardized procedures, provide a useful reference for the development of the current system of school rules. The rules and regulations effectively in the implementation of democratic and harmonious atmosphere, harmonious management of real service schools, promoting the construction of harmonious campus.
