教育改革市场趋向中的政府责任研究

【摘要】:政府在国民教育中的公共责任是由教育的内在特性及其效益作用和公众对政府责任的确认所决定的,而非教育服务的公共产品性质。本文从分析政府在教育产业发展中的公共责任和教育服务的准公共产品属性入手,确认政府在发展教育中承担公共责任的理论依据所在,确认教育改革市场趋向的逻辑起点及其可能性,进而认为在教育改革市场趋向中政府应承担起发展教育事业,维护教育机会平等,保证教育权利实现的责任;同时还要以社会公共利益代言人的角色,充分利用市场和市场机制,提高教育产品服务的质量和效益。但由于我国教育改革市场趋向的原动力是减轻财政压力和应对教育高需求,改革措施往往是这两种巨大压力的诱致性产物,对教育市场化的内在机理缺少充分的讨论和把握,对教育市场化改革进程缺少宏观设计,对教育市场化进程中保障教育平等缺少制度性安排,在教育改革市场趋向中,注重社会资金的引入及收费和价格机制的利用,而未着力于教育服务消费者自主权和教育服务生产者自主权的实现,以及教育市场竞争机制的培育和确立,,虽通过各种改革措施扩大了教育规模提高了经济效益,穷国办起了大教育,但导致公立学校滥用垄断权力,民办学校欺诈性办学及后续发展乏力,以及由乱收费高学费引致的教育公平问题日益突出,教育市场化竞争机制尚未建立,政府教育公共责任已面临危机。这些问题的产生是与教育市场化改革的举措相伴而生的,要消除其不利影响,就必须充分认知和把握政府在教育市场化改革中的定位和责任,认清教育市场化改革的着力点和发展方向,充分重视教育市场化竞争机制的建立和培育,充分重视教育平等制度的设计和落实,进一步利用竞争机制发展壮大教育产业规模,提高教育服务的质量和效益。
[Abstract]:The public responsibility of the government in the national education is determined by the inherent characteristics of education and its benefit function and the confirmation of the public responsibility of the government, rather than the nature of the public goods of the educational service. Starting with the analysis of the public responsibility of the government in the development of the education industry and the quasi-public product attribute of the educational service, this paper confirms the theoretical basis for the government to undertake the public responsibility in the development of education. The logical starting point and possibility of educational reform market trend are confirmed, and the government should assume the responsibility of developing education cause, maintaining equal educational opportunity and guaranteeing the realization of educational right. At the same time, we should make full use of the market and market mechanism to improve the quality and benefit of educational products and services. However, the original motive force of the market trend of education reform in our country is to reduce the financial pressure and to deal with the high demand of education. The reform measures are often the inductive products of these two kinds of great pressures, and the inherent mechanism of the education marketization is not fully discussed and grasped. There is a lack of macro design in the process of educational marketization reform, a lack of institutional arrangements to guarantee education equality in the process of educational marketization, and a focus on the introduction of social funds and the utilization of fee and price mechanisms in the educational reform market trend. But not focusing on the realization of consumer autonomy and producer autonomy of educational services, and the cultivation and establishment of competitive mechanism in the education market, although the scale of education has been expanded through various reform measures and the economic benefits have been improved. In poor countries, great education has been set up, but it has led to abuse of monopoly power in public schools, fraudulent running of private schools and lack of subsequent development, and the growing problem of educational fairness caused by excessive fees and high tuition fees. The market-oriented competition mechanism of education has not yet been established. The public responsibility of government education has been faced with crisis. The emergence of these problems is accompanied by the educational market-oriented reform. In order to eliminate its adverse effects, it is necessary to fully understand and grasp the position and responsibility of the government in the educational market-oriented reform. We should have a clear understanding of the focus and development direction of the market-oriented education reform, attach great importance to the establishment and cultivation of the educational market-oriented competitive mechanism, and pay full attention to the design and implementation of the educational equality system, and further utilize the competitive mechanism to develop and expand the scale of the educational industry. Improve the quality and efficiency of educational services.
