薄弱学校委托管理的价值审视与管理优化

【摘要】：薄弱学校委托管理在我国教育领域的管理活动中作为一种新生事物有其强大的生存空间与历史发展的机遇。本文以委托管理为起点,就薄弱学校委托管理的内涵、特征、内在本质、价值意义进行了基本认知,并以此为基础对学校委托管理的现状改变与变革阻力、托管机构的管理资质与团队托管、托管学校与被托管学校之间的"文化整合"、委托管理目的的有效实现保障、监督制度的困境等五个核心问题展开思考,进而提出化解学校委托管理改革阻力的托管转换模式、政府主导的资源重新组合、外部专业力量的介入式改造、问责法律条款的可操作性、法律监管加强等5大举措。
[Abstract]:As a new thing, weak school entrustment management has its strong living space and opportunity of historical development in the field of education management in our country. This paper, starting from entrustment management, makes a basic cognition on the connotation, characteristics, intrinsic essence and value meaning of the weak school entrustment management, and on this basis, changes and changes resistance to the present situation of the school entrustment management. The management qualification and team trusteeship of the trusteeship institution, the "cultural integration" between the trusteeship school and the trusteeship school, the effective realization of the entrusted management purpose, the dilemma of the supervision system, etc. Furthermore, the paper puts forward five measures, such as the transition mode of trusteeship, the recombination of government-led resources, the interventional transformation of external professional forces, the maneuverability of the legal provisions of accountability, and the strengthening of legal supervision and so on.
