关于当前民办幼儿园发展奖补办法的思考——基于西部S县的调研分析

【摘要】：国家对民办幼儿园进行以奖代补的扶持政策,于2012年末在地方落实。为了研究民办幼儿园扶持的效果以及影响,文章根据西部某省S县的民办幼儿园奖补情况进行分析,研究发现,在县级政府以规模为主、质量为辅的民办幼儿园的奖补金额下发后,不同地区(县城、乡镇、村庄)的民办幼儿园,获得的奖补金额存在显著的差异,按照县城、乡镇、村庄的顺序呈现出奖补金额递减的趋势。如此的奖补措施忽视了边远村庄小规模民办幼儿园在教育供给上的贡献,很可能导致财政奖补机制上的"累退效应"。从"儿童受益原则"的立场出发思考民办幼儿园奖补问题,应对那些处境不利幼儿所在的小规模民办幼儿园给予扶持,提高其办学质量,从而促进学前教育的均衡发展和社会的和谐稳定。
[Abstract]:In end of 2012, the state carried out the policy of subsidizing private kindergartens by means of awards. In order to study the effect and influence of private kindergartens, the article analyzes the situation of award compensation of private kindergartens in S county in western China. The study found that there were significant differences in the amount of prize compensation received in private kindergartens in different regions (county towns, towns, villages) after the award amount of the private kindergartens, which was mainly based on scale and supplemented by quality, was significantly different in different regions, according to the county seat. The order of villages and towns shows a decreasing trend in the amount of prize subsidies. Such measures have neglected the contribution of small-scale private kindergartens in remote villages to the provision of education. It is likely to lead to the "regressive effect" in the mechanism of financial award compensation. From the standpoint of the "Child benefit principle", we should think about the issue of award compensation for private kindergartens, and we should give support to the small scale private kindergartens where disadvantaged children live. Improve its school quality, thus promoting the balanced development of preschool education and social harmony and stability.
