构建学前教育多元合作供给制度的理论分析——以“合作-收益”理论为视角

【摘要】:目前我国学前教育发展的问题突出表现在供给不足,学前教育需要探索新的供给制度。学前教育供给改革应该借鉴公共管理学的"合作-收益"理论,以政府学前教育公共财政为基础,从而构建政府、家庭和社会共同参与的新机制。学前教育多元合作供给模式需要坚持普及优先、费用合理分担、政府公共财政主导的原则,这将有助于政府、家庭和社会成本的节约和收益的共享,同时旨在实现学前教育产品的增量发展,契合学前教育发展的现实要求。
[Abstract]:At present, the problem of preschool education development in our country is that the supply is insufficient, and preschool education needs to explore a new supply system. The supply reform of preschool education should draw lessons from the theory of "cooperation and income" of public management, and take the public finance of pre-school education as the basis to construct a new mechanism for the participation of government, family and society. The multi-cooperative supply mode of preschool education needs to adhere to the principle of universal priority, reasonable cost sharing, and government public finance leading, which will help the government, family and society to save the cost and share the benefits. At the same time, it aims to realize the incremental development of preschool education products and meet the practical requirements of preschool education development.
