处境不利儿童的教育补偿——美国“Title I学前项目”的发展及启示

【摘要】:早期教育的质量对儿童一生的发展具有重要影响。当美国处境不利儿童的家长无力提供优质的早期教育时,联邦政府提出并实施了"Title I学前项目"。该项目在课程要求、儿童参与资格、教师标准、家长参与等方面做了相应的规定,还对联邦的资金投入与地方政府的资金使用进行了详细的规定。"Title I学前项目"的发展表明,这是一条缩小处境不利儿童与同龄人学业成就差距的有效途径。
[Abstract]:The quality of early education has an important impact on the development of children's life. When parents of disadvantaged children in the United States were unable to provide quality early education, the federal government proposed and implemented the Title I preschool program. The program has made corresponding regulations on curriculum requirements, children's participation qualifications, teacher standards, parents' participation and so on, and has also made detailed provisions on federal investment and the use of funds by local governments. The development of the "Title I preschool program" shows that this is an effective way to narrow the gap between the academic achievement of disadvantaged children and their peers.
