职教园区资源共享机制建设研究

【摘要】：职教园区是职业教育集约化、集团化发展的代表性模式,它充分利用园区真实的环境、先进的技术和丰富的资源,通过校企融通、产教一体、做学合一、多方参与的路径培养技能型人才,对于整合地方资源,创新职业院校办学模式,形成适应经济发展方式转变和产业结构调整要求、体现终身教育理念、中等和高等职业教育协调发展的现代职业教育体系,培养适应地方经济建设和社会发展需要的技术型和技能型人才有着重要的现实价值。教育资源共享是职教园区建设的核心价值。研究首先探究了职教园区资源共享的理论基石,认为聚集经济理论是教育资源共享的内在动力原理,系统理论所构建的资源系统是教育资源共享的有效形式,产权制度理论是教育资源共享的基本保证,其次,通过对当前职教园区建设的典型个案永川职教城的深入调查研究,分析了职教园区建设在软硬件资源共享方面的代表性做法,并指出了资源共享存在的不足,如共享动力不足、意识不强、制度不全、政策不够、内容单一、层次不深、质量欠缺、效益不高等。最后,针对职教园区资源共享存在的问题提出,职教园区资源共享的主体包括职业院校、政府、行业、企业、民间团体、个人及其他；共享资源的层次包括校区级、校际级、园区级和城市级;资源共享的运行机制包括硬件资源、软件资源两个系统；资源共享的保障机制在于构建政府统筹、园区管委会整体治理、职业院校自主管理、市场机制协调、社会积极参与的“多位一体”的保障机制。
[Abstract]:Vocational education park is the representative mode of vocational education intensive and collectivized development. It makes full use of the real environment, advanced technology and abundant resources of the park, through the integration of school and enterprise, industry and education, and learning. The path of multi-participation to train skilled talents can integrate local resources, innovate the mode of running a school in vocational colleges, meet the requirements of the transformation of economic development mode and the adjustment of industrial structure, and embody the concept of lifelong education. The modern vocational education system with the coordinated development of secondary and higher vocational education has important practical value in cultivating technical and skilled talents who can meet the needs of local economic construction and social development. The sharing of educational resources is the core value of the construction of vocational education parks. Firstly, the study explores the theoretical foundation of the resource sharing of vocational education parks, and holds that the theory of agglomeration economy is the internal motive principle of the sharing of educational resources. The resource system constructed by the system theory is an effective form of educational resource sharing, the property right system theory is the basic guarantee of educational resource sharing, and secondly. Through the in-depth investigation and study of Yongchuan Vocational Education City, a typical case of vocational education park construction at present, this paper analyzes the representative practice of the construction of vocational education park in software and hardware resources sharing, and points out the shortcomings of resource sharing. Such as the lack of power sharing, awareness is not strong, the system is not complete, policy is not enough, the content is single, the level is not deep, the quality is not enough, the efficiency is not high. Finally, in view of the vocational education park resources sharing problems. The main body of resource sharing in vocational education park includes vocational colleges, governments, industries, enterprises, private organizations, individuals and others; The level of shared resources includes campus level, inter-school level, park level and city level; The operation mechanism of resource sharing includes two systems: hardware resource and software resource. The guarantee mechanism of resource sharing lies in the construction of "multi-position integration" guarantee mechanism, which includes government overall planning, overall governance of park management committee, independent management of vocational colleges and universities, coordination of market mechanism, and active participation of society.
