广州市现代技工教育发展中的地方政府行为研究

【摘要】：现代技工教育是我国国民教育体系和公共人力资源服务体系的重要组成部分，是经济社会发展的重要基础，在培养技能型、实用型人才方面具有特殊重要的地位和作用。大力发展现代技工教育，是加快培养结构合理、素质优良的高技能人才的有效途径，是推动地方提高自主创新能力，构建现代产业体系、促进经济发展方式转变的战略大计。本文运用政府公共管理理论，结合公共管理学、政治学、行政学、经济学和社会学等知识，从广州市当地经济和社会状况及发展趋势出发，充分考虑生产需求和产业结构的变化，结合现代技工教育地方性显著的特点，分析广州市经济优势地位和中高级技能人才匮乏、人才结构不合理的状况，得出广州对与当地产业结构相适应的技能人才需求量很大结论。本文系统分析了广州市政府行为对技工教育发展的影响，从政府对技工教育发展中的积极行为、行为缺失及成因两方面进行了分析。得出政府为促进现代技工教育的发展采取了很多措施，但从广州现代技工教育发展的整体现状来说，，地方政府在技能型人才建设中，对其经济社会地位的重视宣传、资金投入、政策法律体系和招生就业政策等方面的偏差，制约了现代技工教育的发展。通过借鉴国外的经验，本文提出了当地政府要加大宣传力度，加强政策执行监督，完善教育评估体系等。通过政府主导、政策配套、教育规划、经费投入、资源配置等政府行为推进技工教育发展，为广州现代技工教育快速、协调发展提供了较为系统的理论参考，并且为其他地区技工教育发展提供一个有益的视角，丰富我国的教育理论。
[Abstract]:Modern technical education is an important part of the national education system and the public human resources service system. It is an important foundation of economic and social development. The practical talents have a special important position and function. It is an effective way to speed up the cultivation of high skilled personnel with reasonable structure and excellent quality by vigorously developing the education of modern craftsmen. It is a strategic plan to promote local independent innovation ability, construct modern industrial system and promote the transformation of economic development mode. This paper applies the theory of government public management, combining the knowledge of public management, political science, administration, economics and sociology, starting from the local economic and social situation and development trend of Guangzhou. Considering the changes of production demand and industrial structure and combining with the prominent local characteristics of modern craftsmanship education, this paper analyzes the situation of Guangzhou's economic superiority, lack of middle and advanced skilled personnel and unreasonable talent structure. It comes to the conclusion that Guangzhou is in great need of skilled personnel suitable to the local industrial structure. This paper systematically analyzes the influence of government behavior on the development of craftsmanship education in Guangzhou, from the positive behavior of the government to the development of craftsmanship education. This paper analyzes the behavior deficiency and its causes. It concludes that the government has taken a lot of measures to promote the development of modern technical education, but from the overall situation of the development of modern technical education in Guangzhou. In the construction of skilled talents, the local government attaches importance to its economic and social status, capital investment, policy and legal system and enrollment and employment policy deviation, which restricts the development of modern technical education. By learning from the experience of foreign countries, this paper puts forward that the local government should strengthen propaganda, strengthen the supervision of policy implementation, improve the education evaluation system, etc., through the government leading, policy supporting, education planning, financial input. Resources allocation and other government actions to promote the development of craftsmanship education in Guangzhou provides a more systematic theoretical reference for the rapid and coordinated development of modern craftsmanship education and provides a useful perspective for the development of technical education in other regions.
