成都市中等职业教育布局结构调整研究

【摘要】:中等职业教育的发展与经济发展两者之间有着极其密切的联系,中等职业教育的发展对经济的发展具有重要的推动作用。随着我国经济结构调整,成都市经济的快速发展,成都市的产业结构正在调整,对中等职业技能人才的需求正在发生变化,,中等职业教育的布局结构必须适应经济发展方式转变和产业结构调整要求。本研究以成都市的中等职业教育与地方经济发展、规划的现状出发,经过调研和分析,得出成都市中等职业教育布局结构与地方经济发展两者之间存在的诸多不相适应,针对存在的问题,通过分析,寻找出主要原因:一是政府重视不够,缺乏统筹机制,二是管理体制的问题,三是学校布局结构存在问题,四是专业结构与产业结构不能很好匹配,五是招生问题;这些原因有历史遗留问题、社会环境的影响因素、更多的是政府的管理因素以及中等职业学校自身管理的因素等。 根据这些主要影响因素,本文以职业教育与区域经济发展存在着密切联系,直接为地方经济服务的理论为基础,按照行政管理理论,结合区域中等职业教育现状,梳理出成都区域中等职业教育布局结构的影响因素,确定了成都区域中等职业教育布局结构调整基本原则,在此基础上,提出了成都区域中等职业教育布局结构调整的对策及建议:一是发挥政府统筹职能,多方协同参与,理顺关系,建立中职学校布局结构调整机制;二是形成中职学校布局结构和专业的调整监控机制;三是通过整合、兼并、重点扶持等行政手段,逐步调整布局结构,形成与区域经济和产业结构人才需求相匹配的中等职业教育布局结构;构建以产业龙头学校、重点骨干学校为主干框架,其他特色学校为补充的结构合理、规模效益佳的中等职业教育学校布局结构;进一步调整专业结构,形成与学校布局结构相适应的“龙头学校+龙头专业、重点骨干学校+骨干专业”的布局结构;四是具体的调整举措。
[Abstract]:There is a close relationship between the development of secondary vocational education and economic development. The development of secondary vocational education plays an important role in promoting economic development. With the rapid development of Chengdu's economy, the industrial structure of Chengdu is being adjusted, and the demand for middle vocational and skilled personnel is changing. The layout structure of secondary vocational education must adapt to the change of the mode of economic development and the adjustment of industrial structure. The present situation of the planning is based on the development of secondary vocational education and local economy in Chengdu. Through investigation and analysis, it is concluded that the layout structure of secondary vocational education in Chengdu and the local economic development exist between the existence of a lot of incommensurate, in view of the existing problems, through analysis. To find out the main reasons: first, the government does not pay enough attention to the lack of overall planning mechanism, the second is the problem of the management system, the third is the school layout structure problems, the fourth is that the professional structure and industrial structure can not be well matched. Fifth, recruit students; These reasons include the problems left over from history, the influence factors of the social environment, the management factors of the government and the management factors of the secondary vocational schools themselves. According to these main influencing factors, this paper is based on the theory that vocational education is closely related to the development of regional economy and serves the local economy directly, according to the theory of administrative management. Combined with the current situation of regional secondary vocational education, this paper combs out the influencing factors of the layout structure of Chengdu regional secondary vocational education, and determines the basic principles of the readjustment of the layout structure of Chengdu regional secondary vocational education, and on this basis. This paper puts forward the countermeasures and suggestions for the adjustment of the layout structure of the secondary vocational education in Chengdu: first, to give play to the function of the government as a whole, to cooperate with each other, to straighten out the relationship, and to establish the adjustment mechanism of the layout structure of the secondary vocational schools; Second, the formation of secondary vocational schools layout structure and professional adjustment and monitoring mechanism; Third, through administrative means such as integration, merger and key support, the layout structure of secondary vocational education should be adjusted step by step, and the layout structure of secondary vocational education should be formed in line with the demand for talents of regional economy and industrial structure. Construct the secondary vocational education school layout structure which takes the industry leading school, the key backbone school as the backbone frame, the other characteristic school as the supplement structure is reasonable, the scale benefit is good; To further adjust the professional structure and form the "leading major in leading schools and backbone major in key backbone schools", which is suitable for the layout structure of schools; Fourth, specific adjustment measures.
