湖南外国语职业学院融资模式研究

【摘要】：20世纪80年代以来，我国的民办高职院校得到了长足的发展，有效缓解了高等教育需求增长与教育资源不足的矛盾。我国民办高职院校在取得巨大成就的同时也面临着许多困难，其中最主要的困难就是资金短缺。民办高职院校与公立高校不完全相同，民办高职院校有其自身的特殊性：办学资金由社会力量自筹，面向市场，自负盈亏，发展面临着一系列的特殊问题。因此，融资问题己经成为制约民办高职院校发展的瓶颈因素。本文采用案例分析、比较分析以及文献法对湖南外国语职业学院的融资现状进行了研究。湖南外国语职业学院的融资方式主要有学费、贷款、社会捐赠、企业投资、后勤社会化等。湖南外国语职业学院融资虽然实现了方式多样，但是实质却比较单一，存在不少问题：学费己无更大的上涨空间，在短时间内无法改变社会捐赠很少的状况，学院贷款也因为信贷政策的限制难以满足学院发展的需要。其他如后勤社会化等融资方式虽然在湖南外国语职业学院得到了实施，但是不能成为学院的主要融资方式。湖南外国语职业学院的融资现状很难保证其自身的持续发展，因此，解决当前湖南外国语职业学院融资存在的问题，实现多元化融资是促进学院发展的迫切需要。通过对美国和日本这两个私立学校发达国家融资模式比较，得出对我国的启示：要健全相关的法律制度;政府要加大对民办高校的支持;民办高校要争取社会力量的帮助，拓宽融资渠道等等。在此基础上本文提出了针对湖南外国语职业学院多元化融资问题的对策和建议。
[Abstract]:Since 1980s, the private higher vocational colleges in our country have got considerable development. It effectively alleviates the contradiction between the increasing demand for higher education and the shortage of educational resources. Private vocational colleges in our country have made great achievements and are facing many difficulties at the same time. The most important difficulty is the shortage of funds. Private higher vocational colleges and public colleges are not exactly the same, private higher vocational colleges have their own particularity: school funds by the social forces of self-financing, market-oriented, self-financing. Development is faced with a series of special problems, therefore, the financing problem has become a bottleneck factor restricting the development of private vocational colleges. This paper uses case study, comparative analysis and literature method to study the current financing situation of Hunan Foreign language Vocational College. The main financing methods of Hunan Foreign language Vocational College are tuition, loan and social donation. Enterprise investment, logistics socialization, etc. Although the financing of Hunan Foreign language Vocational College has achieved a variety of ways, but the substance is relatively single, there are many problems: tuition has no more room to rise. It is impossible to change the state of social donation in a short period of time. College loan also because of the restrictions of credit policy can not meet the needs of the development of the college. Other financing methods such as logistics socialization have been implemented in Hunan Foreign language Vocational College. However, it can not become the main financing mode of Hunan Foreign language Vocational College. The current financing situation of Hunan Foreign language Vocational College is very difficult to ensure its own sustainable development, therefore, to solve the current financing problems of Hunan Foreign language Vocational College. The realization of diversified financing is the urgent need to promote the development of the college. By comparing the financing models of the two developed countries, the United States and Japan, the author draws the enlightenment to our country: perfecting the relevant legal system; The government should increase its support to private colleges and universities; Private colleges and universities should strive for the help of social forces, broaden the financing channels and so on. On this basis, this paper puts forward the countermeasures and suggestions for the diversification of financing problems in Hunan Foreign language Vocational College.
