泉州市属公办高职院校融资策略研究

【摘要】：改革开放以来,我国在政治、经济、文化等领域发生了巨大的改变,同时在教育方面也发生了翻天覆地的变化。在政府的大力支持下,我国高等教育也在不断发展。教育资源不断优化,高等人才不断涌现。根据教育部2015年全国教育事业发展统计公报统计,目前我国普通高等学校达2560所(含独立学院275所),其中本科院校1219所,高职(专科)院校1341所。伴随着高职院校数量增长的是高职院校办学的激烈竞争,各高职院校的发展需要依靠源源不断的经费投入,然而教育经费严重短缺的矛盾正日益凸显,各级政府的财政支持很难维持公办高职院校发展的实际需求。因此,关于如何拓宽高职院校资金来源渠道、探讨高职院校多元化融资等相关于高职院校融资问题的研究探讨也不断增多。泉州位于福建省东南沿海,虽然属于民营经济发达的地级市,但地方财政的资金很大一部分用于产业转型升级、城市建设等基础设施领域,对市属公办高校的财政支持力度还远远不够。在此背景下,对泉州高校特别是笔者所在的市属公办高职院校融资问题的研究就具有很重要的现实意义。文章在对泉州经济状况及泉州市属公办高职院校融资状况进行分析的基础上,找出泉州本地经济环境对高职院校融资产生的影响,揭示出了泉州市属公办高职院校融资面临的融资方式单一、融资困难度大的问题,借泉州市民营经济发达的机遇开拓新的融资渠道。这篇文章首先分析了泉州市属公办高职院校融资现状。其次找出这些高职院校融资的方法及以及存在的问题,通过研究发现,虽然目前各高职院校选用的融资方法很多,但是还存在诸多问题。最后,通过对国内外高校融资经验的研究,结合泉州市公办高职院校的实际情况,参照笔者所在的泉州医学高等专科学校融资案例,提出探索性的融资渠道,例如我们可以利用高校升格模式进行融资,也可以采取校企深度合作进行融资,以期为泉州市各公办高职院校带来充足的资金,早日走出融资困境。
[Abstract]:Since the reform and opening up, great changes have taken place in the political, economic, cultural and other fields of our country. At the same time, great changes have taken place in the field of education. With the strong support of the government, Higher education in China is also developing. Educational resources are constantly optimized, and higher talents are constantly emerging. According to the statistics issued by the Ministry of Education in 2015, the National Statistical Bulletin on Educational Development, At present, there are 2560 ordinary colleges in our country (including 275 independent colleges), of which 1219 are undergraduate colleges and 1341 are higher vocational colleges (specialties). With the increase of the number of higher vocational colleges and universities, it is the fierce competition of higher vocational colleges to run their schools. The development of higher vocational colleges depends on a steady stream of funds. However, the contradiction of serious shortage of educational funds is becoming increasingly prominent, and the financial support of governments at all levels is very difficult to maintain the actual needs of the development of public vocational colleges. The research on how to widen the sources of higher vocational colleges' funds and probe into the diversified financing of vocational colleges and universities is also increasing. Quanzhou is located in the southeast coast of Fujian Province. Although it is a prefecture-level city with a developed private economy, a large proportion of the local financial funds are used in the fields of industrial transformation and upgrading, urban construction and other infrastructure areas, and the financial support for municipal public universities is far from enough. Under this background, It is of great practical significance to study the financing problems of Quanzhou colleges and universities, especially the municipal public vocational colleges where the author is located. This paper analyzes the economic situation of Quanzhou and the financing situation of Quanzhou public vocational colleges. This paper finds out the influence of Quanzhou's local economic environment on the financing of higher vocational colleges, and reveals the problems that Quanzhou belongs to the public higher vocational colleges in terms of the single financing mode and the difficulty of financing. Taking advantage of the opportunity of the development of private economy in Quanzhou to open up new financing channels, this article first analyzes the current financing situation of the public vocational colleges in Quanzhou. Secondly, it finds out the financing methods and existing problems of these higher vocational colleges, and finds out through the research, Although there are many financing methods selected by various vocational colleges at present, there are still many problems. Finally, through the research on the financing experience of universities at home and abroad, combined with the actual situation of public vocational colleges in Quanzhou City, Referring to the financing case of Quanzhou Medical College, the author proposes exploratory financing channels. For example, we can make use of the upgrading mode of colleges and universities to raise funds, or we can take the deep cooperation between schools and enterprises to carry out financing. In order to bring enough funds for the public vocational colleges in Quanzhou City, we can get out of the financing predicament as soon as possible.
