公平发展:国家资格框架制度建设的国际比较与启示

【摘要】：世界各国争相规划、制定或实施国家资格框架制度的一个重要目的是保障社会公平和平等的实现。通过引入通用术语、认可先前学习、搭建职业教育与其他教育沟通衔接的框架,国家或地区资格框架提高了职业教育的社会地位,保障了学习者灵活的学习方式和个性化学习的开展。从国际范围来看,国家资格框架制度在建设中也遭遇一定的问题:框架使用的术语过于复杂;雇主参与的程度有限;拓展职业教育进入高等教育的通道可能与职业教育的就业导向发生冲突。要构建我国国家资格框架,需要分阶段构建融合普通教育与职业教育的综合资格框架;建立推进利益相关者达成共识的机制;制定与国家资格框架相配套的一系列政策和解决方案。
[Abstract]:An important objective of the worldwide scramble to plan, develop or implement a national eligibility framework system is to guarantee the achievement of social equity and equality. The national or regional qualification framework enhances the social status of vocational education, ensures learners' flexible learning methods and the development of individualized learning. The national qualification framework system also encountered some problems in the construction: the terminology used in the framework is too complex; the degree of employer participation is limited; Expanding the access of vocational education to higher education may conflict with the employment orientation of vocational education. In order to construct the national qualification framework of our country, it is necessary to construct a comprehensive qualification framework combining general education and vocational education in stages. Establish mechanisms to promote stakeholder consensus; develop a range of policies and solutions that are aligned with the national eligibility framework.
