河南省商丘市农村职业教育问题研究

【摘要】:农村职业教育的兴起已经有近百年的历史了,但是农村职业教育的发展却一直不如人意。在进入21世纪后,政府对“三农”问题的重视程度大大增加,如何提高农民谋生技能和收入水平成为解决“三农”问题的阻碍,而通过发展农村职业教育,帮助这些劳动力掌握必要的技术和专业能力,增加剩余劳动力在农村和在城市谋生和就业的手段成为必然。河南省是我国的人口大省,农业人口比例较高,而商丘市作为河南省的人口第四大城市,农村人口也占大多数,剩余劳动力数量较大,农村职业教育成为促进商丘市农村发展的必经之路。 本文收集了2008-2011年商丘市经济发展和农村职业教育的相关数据,分别从招生、经费、师资等多个方面对商丘市农村职业教育的现状进行了分析,在此基础上研究了商丘市农村职业教育取得的成绩和存在的问题以及导致这些问题的原因,最后有针对性的提出了相关的政策建议。 本文的结构如下:第一章是绪论,介绍了本文的选题背景、研究的目的和意义、研究思路和方法以及本文的创新之处。第二章是相关概念和理论基础,对职业教育和农村职业教育等概念进行了界定,并阐释了农村职业教育的功能定位,同时介绍了农村职业教育的相关理论,包括舒马赫、舒尔茨、福斯特以及刘易斯等人的相关理论。第三章为河南省商丘市农村职业教育发展现状,从招生、师资力量、经费、专业等方面展开研究,发现,商丘市农村职业教育取得了一定的成绩但也存在经费不足、师资薄弱等方面的问题。第四章为商丘市农村职业教育的制约因素分析,分别从宏观和微观两个层面进行分析,研究表明对职业教育的认知偏差、缺乏规划、课程不合理等因素导致了商丘农村职业教育所面临的困境。第五章为对策建议,根据前文对问题及原因的分析,针对性的提出对策和建议。商丘市农村职业教育可以从以下几个方面加以解决:(1)加大对农村职业教育的政策支持力度,保证经费投入;(2)整合农村职业教育资源,提高农村职业教育的办学规模和效益;(3)深化“政府-学校-企业”的职业教育合作模式;(4)加强职业教育学生的技能培训,锻炼动手能力和实践能力;(5)建立健全农村职业教育就业保障体系。
[Abstract]:The rise of rural vocational education has a history of nearly 100 years, but the development of rural vocational education has been unsatisfactory. How to improve farmers' livelihood skills and income level is an obstacle to solve the "three rural" problems, and help these labors master the necessary technical and professional ability by developing rural vocational education. It is inevitable to increase the surplus labor force to make a living and obtain employment in rural and urban areas. Henan Province is a large province with a large population, and the proportion of agricultural population is relatively high, while Shangqiu City, as a large city with a population of 4th, the rural population also accounts for the majority. Rural vocational education has become the only way to promote the rural development of Shangqiu city. This paper collects the relevant data of Shangqiu's economic development and rural vocational education from 2008 to 2011, and analyzes the present situation of Shangqiu's rural vocational education from the aspects of enrollment, funds, teachers and so on. On this basis, the achievements and problems of rural vocational education in Shangqiu and the causes of these problems are studied. Finally, the relevant policy recommendations are put forward. The structure of this paper is as follows: the first chapter is the introduction, which introduces the background of the topic, the purpose and significance of the research, the ideas and methods of the research, and the innovation of this paper. The second chapter is the related concepts and theoretical basis. This paper defines the concepts of vocational education and rural vocational education, explains the functional orientation of rural vocational education, and introduces the relevant theories of rural vocational education, including Schumacher, Schultz, The third chapter is about the current situation of rural vocational education in Shangqiu, Henan Province. The rural vocational education in Shangqiu city has made some achievements, but there are also some problems in such aspects as insufficient funds and weak teachers. Chapter 4th analyzes the restrictive factors of rural vocational education in Shangqiu city, from the macro and micro aspects, respectively. The study shows that the cognitive bias of vocational education, lack of planning, unreasonable curriculum and other factors lead to the difficulties faced by rural vocational education in Shangqiu. Chapter 5th is the countermeasures and suggestions, according to the previous analysis of the problems and causes, The countermeasures and suggestions are put forward. The rural vocational education in Shangqiu can be solved from the following aspects: (1) increase the policy support for rural vocational education, and ensure the investment of funds in rural vocational education (2) the integration of rural vocational education resources. To improve the scale and efficiency of running vocational education in rural areas (3) to deepen the "Government-School- Enterprise" mode of vocational education cooperation (4) to strengthen the skills training of students in vocational education. To establish and improve the rural vocational education employment security system.
